【摘要】：治國必先治黨,治黨務(wù)必從嚴(yán),從嚴(yán)治黨,靠什么管,憑什么治,要靠嚴(yán)明的紀(jì)律。紀(jì)律建設(shè)是執(zhí)政黨建設(shè)的重要一環(huán),黨的十八大以來,黨中央圍繞全面從嚴(yán)治黨作出重要部署,要求嚴(yán)明黨的紀(jì)律,維護(hù)黨的團(tuán)結(jié)統(tǒng)一。習(xí)近平也圍繞加強(qiáng)黨的紀(jì)律建設(shè)發(fā)表了一系列重要論述,其黨的紀(jì)律建設(shè)思想內(nèi)容豐富,作為新的科學(xué)理論成果,對提升黨的領(lǐng)導(dǎo)水平和執(zhí)政能力,鞏固黨的執(zhí)政地位,增強(qiáng)黨的凝聚力和戰(zhàn)斗力具有深刻意義。習(xí)近平黨的紀(jì)律建設(shè)思想,在新的形勢下被賦予新的特點(diǎn)。文章通過研究分析習(xí)近平關(guān)于加強(qiáng)黨的紀(jì)律建設(shè)的系列重要講話、論述以及相關(guān)材料,充分運(yùn)用文獻(xiàn)研究法,比較分析法與理論結(jié)合實(shí)踐分析法等研究方法,梳理分析了十八大以來有關(guān)紀(jì)律建設(shè)的相關(guān)研究成果,詮釋了習(xí)近平對于加強(qiáng)黨的紀(jì)律建設(shè)的基本觀點(diǎn)、主要特征以及在全面從嚴(yán)治黨進(jìn)程中的深刻意義。文章主要由四個(gè)部分構(gòu)成,第一部分?jǐn)⑹隽吮疚牡倪x題背景,總結(jié)了十八大以來關(guān)于加強(qiáng)黨的紀(jì)律建設(shè),中共中央出臺的文件、方案和黨內(nèi)法規(guī)、關(guān)于黨的紀(jì)律建設(shè)思想的主要著作、概括了習(xí)近平關(guān)于黨的紀(jì)律建設(shè)思想的相關(guān)研究成果。第二部分和第三部分是文章的重點(diǎn),具體分析了習(xí)近平加強(qiáng)黨的紀(jì)律建設(shè)思想的基本觀點(diǎn)與主要特征,從把紀(jì)律挺在前面,加強(qiáng)六大紀(jì)律建設(shè),強(qiáng)化紀(jì)律意識,加強(qiáng)紀(jì)律監(jiān)督,保證紀(jì)律執(zhí)行等方面梳理其主要觀點(diǎn),從繼承性、全面性、創(chuàng)新性、實(shí)踐性、民本性、等角度論述了習(xí)近平黨的紀(jì)律建設(shè)思想的特點(diǎn),為嚴(yán)明黨的紀(jì)律,從嚴(yán)治黨提供依據(jù)。第四部分從理論層面、實(shí)踐層面和制度層面闡述了習(xí)近平黨的紀(jì)律建設(shè)思想對豐富黨的紀(jì)律建設(shè)思想理論內(nèi)涵,在新的時(shí)代背景下樹立紀(jì)律黨規(guī)的權(quán)威,在“四個(gè)全面”戰(zhàn)略部署要求下從嚴(yán)管黨治黨,提高遵守法紀(jì)的自覺,不斷提升黨的形象,實(shí)現(xiàn)制度治黨具有重要影響與現(xiàn)實(shí)意義。
[Abstract]:Governing a country must first govern the Party; it must be strictly governed, and it must be strictly governed by and by strict discipline. Discipline construction is an important part of the construction of the ruling party. Since the 18th National Congress of the Party, the CPC Central Committee has made important arrangements for all-round and strict Party governance, requiring strict discipline of the Party and safeguarding the unity and unity of the Party. Xi Jinping has also published a series of important discussions on strengthening the Party's discipline building. As a new scientific theoretical achievement, Xi Jinping has made a series of important discussions on strengthening the Party's discipline building thought. As a result of the new scientific theory, Xi Jinping has promoted the Party's leadership level and ruling ability, and consolidated the Party's ruling position. It is of profound significance to enhance the cohesion and combat effectiveness of the Party. Xi Jinping's thought of discipline-building has been endowed with new features in the new situation. Through the research and analysis of Xi Jinping's series of important speeches on strengthening discipline building of the Party, this paper discusses and discusses relevant materials, and makes full use of research methods such as literature research method, comparative analysis method and practical analysis method combining theory with theory, and so on. This paper analyzes the relevant research results of discipline construction since the 18th CPC National Congress, and explains Xi Jinping's basic viewpoint, main features and profound significance in the process of comprehensive and strict Party governance in order to strengthen the discipline building of the Communist Party of China (CPC). The article mainly consists of four parts. The first part describes the background of the topic selection, summarizes the documents, plans and laws and regulations issued by the CPC Central Committee since the 18th National Congress of the Communist Party of China on strengthening the discipline construction of the Party. The main works on the Party's discipline-building thought summarize Xi Jinping's related research results on the Party's discipline-building thought. The second and third parts are the main points of the article, specifically analyzing the basic views and main features of Xi Jinping's thought on strengthening the Party's discipline-building, from putting discipline ahead, strengthening the six major discipline-building, strengthening discipline consciousness, and strengthening discipline supervision. This paper discusses the characteristics of Xi Jinping's thought on discipline construction from the perspectives of inheritance, comprehensiveness, innovation, practicality, people's nature, and so on, in order to provide a basis for strict Party discipline and strict Party governance. The fourth part expounds the theoretical connotation of Xi Jinping's thought of discipline-building for enriching the Party's discipline-building thought from the theoretical, practical and institutional levels, and sets up the authority of disciplinary party rules under the new background of the times. Under the requirements of the "four comprehensive" strategic plans, it is of great importance and practical significance to strictly regulate the Party, improve the consciousness of abiding by the law and discipline, constantly enhance the image of the Party, and realize the system of governing the Party.
