【摘要】：執(zhí)政合法性問題是一個(gè)意義重大的研究課題,體現(xiàn)了一個(gè)政黨的執(zhí)政受到人民群眾的信任和支持的程度。人民群眾的認(rèn)可直接關(guān)系到執(zhí)政黨執(zhí)政合法性的鞏固,而執(zhí)政合法性的鞏固又和執(zhí)政黨能否有效執(zhí)政息息相關(guān)。中國共產(chǎn)黨的執(zhí)政合法性是在領(lǐng)導(dǎo)中國人民反抗外來壓迫、爭取民族獨(dú)立和國家解放的艱苦斗爭中獲得的,是贏得人民認(rèn)同和通過歷史檢驗(yàn)的。我們黨的一代代領(lǐng)導(dǎo)集體在探索社會(huì)主義建設(shè)道路、推進(jìn)改革開放偉大歷程和建設(shè)中國特色社會(huì)主義的過程中,通過堅(jiān)持為人民服務(wù),更新執(zhí)政理念、轉(zhuǎn)變執(zhí)政方式、提高執(zhí)政能力和水平,來探索黨的執(zhí)政合法性的鞏固問題。然而隨著改革開放進(jìn)程的加深和現(xiàn)代化建設(shè)步伐的加快,中國的經(jīng)濟(jì)社會(huì)發(fā)生了翻天覆地的變化,中國共產(chǎn)黨的執(zhí)政合法性面臨著“四大考驗(yàn)”與“四大危險(xiǎn)”,以及來自經(jīng)濟(jì)發(fā)展領(lǐng)域和意識(shí)形態(tài)領(lǐng)域的挑戰(zhàn)。在此背景下,以習(xí)近平同志為核心的新一屆中央領(lǐng)導(dǎo)集體在執(zhí)政過程中,審時(shí)度勢(shì)地提出了“四個(gè)全面”的戰(zhàn)略布局,即“全面建成小康社會(huì)、全面深化改革、全面依法治國、全面從嚴(yán)治黨”�！八膫�(gè)全面”戰(zhàn)略布局的提出和貫徹落實(shí)可以有效鞏固和增強(qiáng)黨的執(zhí)政合法性,對(duì)黨提高人民滿意度和獲取人民信任支持具有重要意義�！八膫�(gè)全面”戰(zhàn)略布局是鞏固黨執(zhí)政合法性的根本保證和必然選擇。全面建成小康社會(huì)是當(dāng)代中國人民的迫切愿望,是中國共產(chǎn)黨鞏固執(zhí)政合法性的民心保證;全面深化改革是治理體系現(xiàn)代化的動(dòng)力要求,是中國共產(chǎn)黨鞏固執(zhí)政合法性體制保證;全面依法治國是治國理念與方式的重要轉(zhuǎn)變,是中國共產(chǎn)黨鞏固執(zhí)政合法性的制度保證;全面從嚴(yán)治黨是黨的自身建設(shè)的先決條件,是中國共產(chǎn)黨鞏固執(zhí)政合法性的組織保證。這四個(gè)方面相互協(xié)調(diào)、相互促進(jìn),為鞏固黨的執(zhí)政合法性奠定基礎(chǔ)。
[Abstract]:The issue of ruling legitimacy is a significant research subject, which reflects the degree of trust and support of a political party's ruling by the people. The recognition of the masses is directly related to the consolidation of the ruling party's ruling legitimacy, and the consolidation of the ruling party's legitimacy is closely related to the effective ruling of the ruling party. The ruling legitimacy of the Communist Party of China was obtained in the arduous struggle to lead the Chinese people to resist external oppression, to strive for national independence and national liberation, and to win the approval of the people and pass the test of history. In the course of exploring the road of socialist construction, promoting the great course of reform and opening up, and building socialism with Chinese characteristics, the leading collective of our party from generation to generation, by persisting in serving the people, renewing the concept of governance, and changing the way of ruling, To improve the ruling ability and level, to explore the consolidation of the ruling legitimacy of the Party. However, with the deepening of the process of reform and opening-up and the acceleration of the pace of modernization, China's economy and society have undergone tremendous changes, and the ruling legitimacy of the Communist Party of China is facing "four great tests" and "four great dangers." And challenges from the field of economic development and ideology. Against this background, the new central leadership collective, with Comrade Xi Jinping at its core, put forward the strategic layout of "four comprehensive" in the course of ruling, namely, "build a moderately prosperous society in an all-round way, deepen reform in an all-round way, and govern the country according to law in an all-round way." We shall strictly govern the Party in an all-round and strict manner ". The proposal and implementation of the "four all-round" strategy can effectively consolidate and enhance the ruling legitimacy of the Party, which is of great significance for the Party to improve the satisfaction of the people and obtain the support of the people. The "four all-round" strategic layout is the fundamental guarantee and inevitable choice to consolidate the ruling legitimacy of the Party. Building a moderately prosperous society in an all-round way is the urgent wish of the contemporary Chinese people and the guarantee of the Communist Party of China's people's will to consolidate the legitimacy of governance. Deepening the reform in an all-round way is the motive force requirement of the modernization of the governance system and the guarantee of the Communist Party of China's consolidation of the ruling legitimacy system. All-round and strict administration of the Party is the precondition of the Party's self-construction and the organizational guarantee of the CPC's consolidation of the ruling legitimacy. These four aspects coordinate and promote each other and lay a foundation for consolidating the ruling legitimacy of the Party.
