【摘要】：古往今來,在世界上的任何一個國家，腐敗都是最令民眾深惡痛絕的問題，，因?yàn)樗c民眾的根本利益息息相關(guān)。腐敗讓司法不公、社會失衡,腐敗問題解決不好甚至能亡黨亡國。我們黨和國家歷來重視遏制腐敗現(xiàn)象蔓延和推進(jìn)廉政建設(shè)工作,黨的十八大報告中明確提出：“要堅(jiān)持中國特色反腐倡廉道路，堅(jiān)持標(biāo)本兼治、綜合治理、懲防并舉、注重預(yù)防方針，全面推進(jìn)懲治和預(yù)防腐敗體系建設(shè)，做到干部清正、政府清廉、政治清明。” 雖然我國已探索出一條具有中國特色的反腐倡廉之路，但現(xiàn)如今的形勢警示我們情況依舊嚴(yán)峻，反腐倡廉之路仍然漫長。從我國的反腐倡廉的經(jīng)驗(yàn)和教訓(xùn)來看,從制度和文化方面入手,以懲防并舉的方式來治理腐敗是一條可行的道路。但是,僅靠制度建設(shè)和文化建設(shè)來反腐，還沒有達(dá)到顯著的效果�，F(xiàn)今，我們更要綜合運(yùn)用制度反腐和文化反腐的手段，從全局出發(fā)，將制度建設(shè)和文化建設(shè)統(tǒng)籌規(guī)劃，促使它們產(chǎn)生互動與協(xié)調(diào)發(fā)展。 通過建立廉政制度建設(shè)和廉政文化建設(shè)的有效互動機(jī)制來提高腐敗治理的功效是文章的目的，因此本文不僅具有很強(qiáng)的理論性,廉政制度建設(shè)和廉政文化建設(shè)的互動機(jī)制對今后的反腐倡廉實(shí)踐工作也有一定的借鑒和指導(dǎo)意義。 本文分四個部分。第一部位為緒論，緒論部分首先概述了本文的研究目的和研究意義、相關(guān)內(nèi)容的國內(nèi)外研究情況，最后對本文主要內(nèi)容、基本思路和研究方法進(jìn)行概要介紹； 正文第一章，闡述了廉政制度的內(nèi)涵及其作用，明確了廉政制度建設(shè)的必要性和意義。指出在廉政制度建設(shè)中遇到的一系列問題和問題產(chǎn)生的內(nèi)在原因，從制度建設(shè)的現(xiàn)狀來看，廉政制度建設(shè)的不足除了自身制度建設(shè)的不完善，還有文化因素對制度執(zhí)行的負(fù)面影響。正文第二章，對廉政文化的內(nèi)涵和功能進(jìn)行了概述，向讀者闡述了廉政文化建設(shè)的必要性和意義。指出我國廉政文化建設(shè)的遇到的問題和原因，就文化建設(shè)的現(xiàn)在來看，廉政文化建設(shè)除了要面對中國傳統(tǒng)文化中糟粕文化的挑戰(zhàn)，還需在相關(guān)制度建設(shè)上予以保障。正文第三章，論述了廉政制度建設(shè)與廉政文化建設(shè)之間的辯證關(guān)系。提出了在實(shí)踐中建立高層領(lǐng)導(dǎo)的廉政理念促廉政制度建設(shè)、群眾的監(jiān)督意愿促監(jiān)督制度建設(shè)和黨員干部監(jiān)督制度建設(shè)促廉政文化建設(shè)的互動機(jī)制。
[Abstract]:Corruption is the most abhorrent problem in any country in the world, because it is closely related to the fundamental interests of the people. Corruption makes justice unfair, social imbalance, corruption can not solve the problem can even destroy the party. Our party and state have always attached great importance to curbing the spread of corruption and promoting the building of a clean government. In the report of the 18th National Congress of the Party, it was clearly stated: "We should adhere to the road of combating corruption with Chinese characteristics, treat it at both the root and the root, comprehensively control it, punish and prevent it at the same time," Pay attention to the principle of prevention, comprehensively promote the construction of the system of punishing and preventing corruption, and ensure that the cadres are clean, the government is clean, and the politics is clean. " Although China has explored a road with Chinese characteristics to combat corruption and promote clean government, the present situation warns us that the situation is still grim, and the road against corruption and clean government is still a long one. From the experience and lessons of our country's anti-corruption and promoting honesty, it is a feasible way to deal with corruption in the way of punishing and preventing simultaneously from the aspects of system and culture. However, system construction and cultural construction alone to fight corruption, has not yet achieved significant results. Nowadays, we should make comprehensive use of the means of system anti-corruption and cultural anti-corruption, proceed from the overall situation, plan the system construction and cultural construction as a whole, and promote their interactive and coordinated development. The purpose of this paper is to improve the effectiveness of corruption governance by establishing an effective interactive mechanism between the construction of clean government system and the construction of clean government culture, so this paper not only has a strong theoretical nature, The interaction mechanism between the construction of clean government system and the construction of clean government culture also has certain reference and guiding significance for the practice of fighting corruption and advocating clean government in the future. This paper is divided into four parts. The first part is the introduction. In the introduction part, the purpose and significance of the research, the research situation at home and abroad, and the main contents, basic ideas and research methods of this paper are introduced briefly. The first chapter expounds the connotation and function of the clean government system, and clarifies the necessity and significance of the construction of the clean government system. This paper points out a series of problems encountered in the construction of a clean government system and the internal causes of the problems. From the point of view of the present situation of the system construction, the deficiency of the construction of the clean government system is not perfect except the imperfection of its own system construction. There is also the negative impact of cultural factors on the implementation of the system. In the second chapter, the connotation and function of clean government culture are summarized, and the necessity and significance of clean government culture construction are explained to readers. This paper points out the problems and reasons encountered in the construction of clean government culture in our country. From the point of view of cultural construction now, the construction of clean government culture should not only face the challenge of dross culture in Chinese traditional culture, but also need to be guaranteed in the construction of relevant systems. The third chapter discusses the dialectical relationship between the construction of clean government system and the construction of clean government culture. This paper puts forward the interactive mechanism of establishing the concept of incorruptible government of senior leaders in practice, promoting the construction of clean government system, the supervision will of the masses and the construction of supervision system of party members and cadres, and promoting the construction of incorruptible culture.
