【摘要】：良好的黨內(nèi)制度文化是思想建黨與制度治黨協(xié)同發(fā)力的重要基礎(chǔ),是黨內(nèi)精神文化與行為文化功能契合的連接系統(tǒng),更是黨員干部?jī)r(jià)值取向和行為模式培育規(guī)約的重要引導(dǎo)力。在推進(jìn)全面從嚴(yán)治黨戰(zhàn)略要求下,統(tǒng)籌思想建黨、制度治黨、文化強(qiáng)黨,厚植培優(yōu)政治生態(tài)土壤,必須認(rèn)清黨內(nèi)制度文化建設(shè)中存在的制度認(rèn)同偏差、執(zhí)行力偏弱、質(zhì)量不優(yōu)以及黨內(nèi)民主集中制在執(zhí)行中扭曲變形等突出問(wèn)題,并以完備的黨內(nèi)法規(guī)體系為基石、高效的黨內(nèi)法規(guī)實(shí)施體系為關(guān)鍵、高度的制度價(jià)值認(rèn)同為支撐、優(yōu)良的黨建文化為源泉,著力加強(qiáng)黨內(nèi)制度文化建設(shè)。
[Abstract]:The good inner-party system culture is the important foundation of the party building and the system governing the party, the connection system of the inner-party spiritual culture and the behavior culture function, and the important guiding power of the value orientation and the behavior mode cultivation regulation of the party member cadres. Under the requirement of promoting a comprehensive and strict party management strategy, we must make a clear understanding of the deviation of institutional identity in the construction of inner-party system culture and the weakness of its executive power, in order to co-ordinate the ideological building of the party, administer the party by the system, strengthen the party by culture, and strengthen the political ecology soil. Such outstanding problems as poor quality and distortion in the implementation of democratic centralism within the Party are supported by a complete inner-party legal system as the foundation stone, an efficient inner-party law enforcement system as the key, and a high degree of institutional value identity as the support. Excellent Party building culture is the source, and efforts to strengthen the inner-party system culture construction.
