【摘要】：黨內(nèi)法規(guī)是規(guī)范黨組織、黨員關(guān)系的一系列制度規(guī)范的總稱,國家法律是調(diào)整公民之間以及各種社會關(guān)系的法律規(guī)范制度的總稱,二者在國家治理體系與治理能力現(xiàn)代化建設(shè)中都在發(fā)揮著非常重要的作用。因而,一方面,需要完善黨內(nèi)法規(guī)體系建設(shè),讓黨內(nèi)法規(guī)真正成為管黨治黨的重要依據(jù),成為黨廉政建設(shè)的有力保障;另一方面,中國特色社會主義法治體系是包含黨內(nèi)法規(guī)在內(nèi)的各領(lǐng)域規(guī)范的一個有機(jī)整體,黨內(nèi)法規(guī)與國家法律間既有區(qū)別,也有一致性,所以,黨內(nèi)法規(guī)體系建設(shè)需要與國家法律建設(shè)相輔相成,依法治國與依規(guī)治黨需要統(tǒng)籌推進(jìn),乃至一體建設(shè)。
[Abstract]:Inner-Party laws and regulations are the general names of a series of institutional norms that regulate party organizations and relations among party members, and state laws are the general names of legal and normative systems that regulate social relations among citizens as well as between them. Both of them are playing a very important role in the modernization of national governance system and governance ability. Therefore, on the one hand, it is necessary to perfect the construction of the inner-party laws and regulations system, so that the inner-party laws and regulations become the important basis for governing the Party and the party's administration, and become the powerful guarantee for the construction of the party's clean government; On the other hand, the socialist legal system with Chinese characteristics is an organic whole of norms in various fields, including inner-party laws and regulations. There are both differences and consistency between inner-party laws and national laws, so, The construction of the inner-party law system needs to complement the national legal construction, and the rule of law and ruling the party according to the rule of law need to be promoted as a whole, and even the construction of an integral whole.
