【摘要】：正各地陸續(xù)出臺了鼓勵創(chuàng)新、寬容失誤的制度文件,在一定程度上起到了為改革者松綁減壓的作用。但這些文件,有的規(guī)定過于寬泛、程序過于繁瑣、標(biāo)準(zhǔn)有待統(tǒng)一,不少基層干部稱之為"表態(tài)性"文件。2015年10月,習(xí)近平在中央全面深化改革領(lǐng)導(dǎo)小組第十七次會議上指出:基層改革"要允許試錯、寬容失敗,營造想改革、謀改革、善改革的濃郁氛圍"。2016年政府工作報告
[Abstract]:Institutional documents encouraging innovation and tolerating mistakes have been introduced to some extent to relieve reformers. However, some of these documents are too broad, the procedures are too cumbersome, and the standards need to be unified. Many grassroots cadres call them "declaration documents." in October 2015, Xi Jinping pointed out at the 17th meeting of the Central leading Group on Comprehensive deepening Reform that grass-roots reform "should allow trial and error, tolerate failure, create a strong atmosphere of thinking about reform, seeking reform, and improving reform".
