【摘要】：公共服務(wù)動機(jī)是在特定文化環(huán)境和管理制度下,個人所具有的公共精神,體現(xiàn)在為公共事務(wù)服務(wù)、奉獻(xiàn)、犧牲的內(nèi)在信念和潛在意識。公共服務(wù)動機(jī)是干部管理制度設(shè)計(jì)和調(diào)整的重要前提,在一定程度上決定著干部管理制度改革的路徑和方向。通過問卷調(diào)查,采用國際學(xué)術(shù)界通用的公共服務(wù)動機(jī)測量指標(biāo),結(jié)合既有干部管理制度,對中部某市的黨政干部進(jìn)行了公共服務(wù)動機(jī)的實(shí)證測量。通過分析公共服務(wù)動機(jī)及其四個子維度,以及分析公共服務(wù)動機(jī)與性別、行政級別等人口統(tǒng)計(jì)學(xué)特征的相關(guān)關(guān)系和回歸關(guān)系,得出我國黨政干部具有較高的公共服務(wù)動機(jī)的結(jié)論。黨政干部公共服務(wù)動機(jī)的客觀揭示,為干部管理制度改革提供了實(shí)證依據(jù)。
[Abstract]:The motive of public service is the inner belief and latent consciousness of serving, giving and sacrificing for public affairs under the specific cultural environment and management system. The motivation of public service is an important prerequisite for the design and adjustment of cadre management system, which determines to a certain extent the path and direction of the reform of cadre management system. Based on the questionnaire survey, this paper makes an empirical measurement of the public service motivation of the party and government cadres in a city in the central part of China by adopting the general public service motivation measurement index of international academic circles and combining with the management system of the existing cadres. By analyzing public service motivation and its four sub-dimensions, and analyzing the correlation and regression relationship between public service motivation and demographic characteristics, such as gender, administrative level, etc. Draw the conclusion that our party and government cadres have higher public service motivation. The objective revelation of the public service motive of the Party and government cadres provides an empirical basis for the reform of the cadre management system.
