【摘要】：第一書記扶貧作為一項(xiàng)重要的公共政策,對(duì)于增加農(nóng)村領(lǐng)導(dǎo)力供給和保障精準(zhǔn)扶貧具有重大的意義。本文從公共領(lǐng)導(dǎo)力視角,通過深入訪談和問卷調(diào)查,對(duì)當(dāng)前我國"第一書記"扶貧政策的實(shí)施現(xiàn)狀、所存在的問題及其成因進(jìn)行了深入分析,并提出了相應(yīng)的對(duì)策建議。本文認(rèn)為,中國農(nóng)村的貧困治理要謀局長遠(yuǎn),在提高第一書記的領(lǐng)導(dǎo)力水平、充分發(fā)揮其對(duì)鄉(xiāng)村治理和精準(zhǔn)扶貧貢獻(xiàn)的同時(shí),也要重視制度和文化建設(shè),培養(yǎng)農(nóng)村人才,提高農(nóng)村人口素質(zhì),實(shí)現(xiàn)農(nóng)村領(lǐng)導(dǎo)力的內(nèi)生性供給,為貧困地區(qū)鄉(xiāng)村社會(huì)"良治"和精準(zhǔn)脫貧的可持續(xù)性奠定基礎(chǔ)。
[Abstract]:As an important public policy, the first Party Secretary has great significance in increasing the supply of rural leadership and ensuring accurate poverty reduction. From the perspective of public leadership, through in-depth interviews and questionnaires, this paper makes a thorough analysis of the current situation, problems and causes of the implementation of the "first Secretary" poverty alleviation policy in China, and puts forward corresponding countermeasures and suggestions. This paper holds that while improving the leadership level of the first Party Secretary and giving full play to its contribution to rural governance and accurate poverty alleviation, China's rural poverty management should also pay attention to institutional and cultural construction and train rural talents. Improving the quality of rural population and realizing the endogenous supply of rural leadership will lay the foundation for the "good governance" of rural society in poor areas and the sustainability of accurate poverty eradication.
