【摘要】：黨內(nèi)法規(guī)解釋的規(guī)范化程度,關(guān)乎黨內(nèi)法規(guī)制度建設(shè)的質(zhì)量。對1978年以來38件中央黨內(nèi)法規(guī)解釋文本進(jìn)行規(guī)范分析,不難發(fā)現(xiàn):改革開放以來,黨內(nèi)法規(guī)解釋工作在規(guī)范化方面取得了很大成績,但仍然面臨著黨章的解釋機(jī)關(guān)不明確、形式規(guī)范化程度不高、黨內(nèi)法規(guī)解釋工作制度不健全等突出問題。為加強(qiáng)黨內(nèi)法規(guī)制度建設(shè),做好黨內(nèi)法規(guī)解釋工作,應(yīng)當(dāng)充分認(rèn)識黨內(nèi)法規(guī)解釋工作規(guī)范化的重要意義和緊迫性,明確黨章的解釋機(jī)關(guān),完善黨內(nèi)法規(guī)解釋的工作制度,合理確定黨內(nèi)法規(guī)解釋工作制度的制定機(jī)關(guān),嚴(yán)格規(guī)范黨內(nèi)法規(guī)解釋工作制度的名稱,系統(tǒng)規(guī)定黨內(nèi)法規(guī)解釋工作制度的內(nèi)容。
[Abstract]:The standardization degree of the interpretation of inner-party laws and regulations is related to the quality of the construction of inner-party laws and regulations. It is not difficult to find that since the reform and opening up, great achievements have been made in the standardization of the inner-party laws and regulations interpretation, but the interpretation organs of the Party Constitution are still not clear. The formal standardization degree is not high, the inner-party law interpretation work system is not perfect and so on prominent question. In order to strengthen the construction of the inner-party laws and regulations system and do well in the interpretation of the inner-party laws and regulations, we should fully understand the significance and urgency of the standardization of the inner-party laws and regulations interpretation, clarify the interpretation organs of the Party Constitution, and perfect the working system of the inner-party laws and regulations interpretation. The system of inner-party law interpretation should be established reasonably, the name of the system should be strictly standardized, and the content of the system should be stipulated systematically.
