【摘要】：隨著信息網(wǎng)絡(luò)技術(shù)的迅猛發(fā)展,互聯(lián)網(wǎng)已經(jīng)成為公民參與反腐敗斗爭的新場域。盡管當前網(wǎng)絡(luò)監(jiān)督遏制權(quán)力腐敗具有奇效,但其失范帶來的問題也日益彰顯。扭曲真相與匿名誹謗、個人隱私權(quán)的破壞、人肉搜索導致的輿論暴力、網(wǎng)民集體非理性引發(fā)的網(wǎng)絡(luò)暴力、未審先判等弊端不一而足,目前缺乏規(guī)范性已經(jīng)成為網(wǎng)絡(luò)監(jiān)督權(quán)力腐敗的最大硬傷。利用網(wǎng)絡(luò)監(jiān)督權(quán)力腐敗,充分發(fā)揮其作為新興反腐參與方式的作用,必須走規(guī)范化道路。加大規(guī)范性意識的宣傳與教育、加大規(guī)范性立法與制度建設(shè)、加大黨務(wù)政務(wù)以及官員財產(chǎn)公開的力度、加大技術(shù)和網(wǎng)絡(luò)倫理規(guī)范是實現(xiàn)網(wǎng)絡(luò)監(jiān)督權(quán)力腐敗規(guī)范性發(fā)展的有效途徑。
[Abstract]:With the rapid development of information network technology, the Internet has become a new field for citizens to participate in the fight against corruption. Although the current network supervision to curb power corruption has a remarkable effect, but the problem caused by its anomie is also increasingly obvious. Distortion of truth and anonymous libel, destruction of personal privacy, public opinion violence caused by human flesh search, Internet violence caused by Internet users' collective irrationality, and unadjudication, etc. At present, the lack of standardization has become the most serious injury of network supervision power corruption. It is necessary to take the standardized way to make full use of network to supervise power corruption and give full play to its role as a new way of anti-corruption participation. To increase the publicity and education of normative consciousness, to strengthen the construction of normative legislation and system, to increase the intensity of party affairs and government affairs and the publicity of officials' property, Strengthening technology and network ethics is an effective way to realize the normative development of network supervision power corruption.
