新疆兵團第十師團場基層服務型黨組織建設探析

【摘要】：黨中央始終高度重視新疆和新疆生產建設兵團(以下簡稱“兵團”)工作,新疆工作是全國工作的重要組成部分,兵團工作是新疆工作的重中之重。兵團穩(wěn)則新疆安,新疆亂則國難安。兵團基層黨組織建設根據新疆治理的現實需要而生,依照新疆治理的戰(zhàn)略大局而動,隨著新疆治理的完善發(fā)展而興。新疆兵團第十師位于新疆的最北端,處于改革發(fā)展穩(wěn)定的最前沿。團場基層黨組織作用發(fā)揮的好壞,直接關系到團場各項事業(yè)的興衰成敗。面對團場復雜的矛盾和問題,團場必須做好抓基層、打基礎的工作,提高團場基層黨組織科學發(fā)展、化解矛盾和服務社會的能力,才能發(fā)揮其促進社會和諧進步的作用。本文以強基固本作為切入點,讓服務成為基層黨組織的主打特色。本文主要從四個部分對新疆兵團第十師基層服務型黨組織建設展開論述:第一部分,加強新疆兵團基層服務型黨組織建設的迫切性。該部分從基層服務型黨組織建設的含義、主要內容方面闡述了基層服務型黨組織建設的基本概述。從鞏固黨在兵團執(zhí)政基礎的現實需要、實現兵團全面建成小康社會目標的重要推力等方面,探究加強新疆兵團基層服務型黨組織建設的重要性。第二部分,新疆兵團第十師團場基層服務型黨組織建設的經驗總結。該部分簡明介紹新疆兵團第十師團場基層服務型黨組織建設調查基本情況。從基層黨組織建設組織體系、服務隊伍、服務載體、服務保障、服務機制方面總結初步成效。第三部分,新疆兵團第十師團場基層服務型黨組織建設存在的局限性及其原因分析。該部分從服務理念淡薄、服務內容陳舊、服務方式單一、服務機制欠缺方面指明“服務型”黨組織建設存在的不足;從黨員政治信仰不堅定導致服務理念淡薄、經濟發(fā)展滯后導致服務形式單一等方面找出存在局限性的癥結。第四部分,加強新疆兵團第十師團場基層服務型黨組織建設的對策。該部分理論聯(lián)系實際,探究從服務理念、服務隊伍、服務內容、服務形式、服務機制方面為加強新疆兵團第十師團場基層服務型黨組織建設提供參考的建議。
[Abstract]:The Party Central Committee has always attached great importance to the work of Xinjiang and the Xinjiang production and Construction Corps (hereinafter referred to as "the Corps"), Xinjiang work is an important part of the national work, the work of the Corps is the most important work in Xinjiang. The regiment is stable and Xinjiang is in trouble. The construction of the basic Party organization of the Corps is based on the practical needs of Xinjiang's governance, the overall strategic situation of Xinjiang's governance, and the development of Xinjiang's governance. The 10th Xinjiang Corps Division is located at the northernmost tip of Xinjiang and is at the forefront of reform, development and stability. The function of the basic Party organization is directly related to the success or failure of the cause. In the face of the complex contradictions and problems of the league farm, the league market must do a good job of grasping the grass roots, laying a foundation, improving the scientific development of the party organizations at the grass-roots level, resolving the contradictions and serving the society, in order to play its role in promoting social harmony and progress. This article takes the strong foundation solid capital as the breakthrough point, lets the service become the grass-roots party organization's main attack characteristic. This paper mainly discusses the construction of the party organization in the 10th division of Xinjiang bingtuan from four parts: the first part is to strengthen the urgency of the construction of the service-oriented party organization at the grass-roots level in Xinjiang Corps. This part expounds the basic outline of the construction of the grass-roots service-oriented Party organization from the meaning and main content of the grass-roots service-oriented party organization construction. From the realistic needs of consolidating the Party's ruling foundation in the Corps and the important thrust of realizing the goal of building a well-off society in an all-round way, this paper probes into the importance of strengthening the construction of the service-oriented party organizations at the grass-roots level in Xinjiang Corps. The second part summarizes the experience of the construction of the basic-level service-oriented party organization in the 10th Division of Xinjiang Corps. This part briefly introduces the basic situation of the basic investigation on the construction of the basic-level service-oriented party organizations in the 10th Division of Xinjiang Corps. The primary achievements are summarized from the aspects of the construction of organization system, service team, service carrier, service guarantee and service mechanism. The third part analyzes the limitations and causes of the construction of the basic service party organization in the 10th Division of Xinjiang Corps. This part points out the deficiency of the construction of "service-oriented" party organization from the aspects of weak service concept, outmoded service content, single service mode and lack of service mechanism. This paper tries to find out the crux of the limitation from the view that the Party member's political belief is not firm and the service idea is weak and the economic development lags leading to the single service form. The fourth part is the countermeasures to strengthen the construction of the basic-level service-oriented Party organization in the 10th Division of Xinjiang Corps. This part combines theory with practice and probes into the suggestions for strengthening the construction of service-oriented party organizations at the grass-roots level of the 10th Division of Xinjiang Corps from the aspects of service concept, service team, service content, service form and service mechanism.
