領(lǐng)導(dǎo)干部廉政觀教育研究

【摘要】:廉政建設(shè)和反對(duì)腐敗是世界性的課題,任何歷史時(shí)期、任何社會(huì)和國(guó)家都把廉政建設(shè)和反對(duì)腐敗作為國(guó)家治理的重要任務(wù)。習(xí)近平提出了“把權(quán)力關(guān)進(jìn)制度的籠子里”的重要指導(dǎo)思想,中共中央發(fā)布的《建立健全懲治和預(yù)防腐敗體系2013—2017年工作規(guī)劃》在正式重申這一指導(dǎo)思想時(shí),強(qiáng)調(diào)了要“推進(jìn)預(yù)防腐敗工作,加強(qiáng)理想信念教育,增強(qiáng)宗旨意識(shí),使領(lǐng)導(dǎo)干部不想腐”。因此,在完善法律制度的同時(shí),也要強(qiáng)調(diào)加強(qiáng)領(lǐng)導(dǎo)干部的廉政觀教育,幫助領(lǐng)導(dǎo)干部樹立廉潔高效、以人民利益為本的從政價(jià)值觀,是領(lǐng)導(dǎo)干部思想政治教育的重要目標(biāo),也是廉政建設(shè)的重要內(nèi)容。 本研究運(yùn)用定量研究與定性研究相結(jié)合的方法,構(gòu)建了包括選人用人廉政觀、工作條件廉政觀、人際交往廉政觀和生活方式廉政觀在內(nèi)的領(lǐng)導(dǎo)干部廉政觀綜合測(cè)評(píng)指標(biāo)體系,和包括職業(yè)價(jià)值觀、人際網(wǎng)絡(luò)、家庭環(huán)境和社會(huì)風(fēng)氣在內(nèi)的領(lǐng)導(dǎo)干部廉政觀教育的影響因素指標(biāo)體系。通過對(duì)領(lǐng)導(dǎo)干部廉政觀的現(xiàn)狀及影響因素進(jìn)行分析,并在此基礎(chǔ)上構(gòu)建了領(lǐng)導(dǎo)干部廉政觀教育方法體系。 實(shí)證研究結(jié)果表明:第一,領(lǐng)導(dǎo)干部在選人用人、工作條件、人際交往和生活方式各個(gè)方面,存在廉政知識(shí)不夠、廉政認(rèn)同度不高、廉政自覺性不足等問題;第二,職業(yè)價(jià)值觀、人際網(wǎng)絡(luò)、家庭環(huán)境和社會(huì)風(fēng)氣等因素對(duì)領(lǐng)導(dǎo)干部廉政觀教育均有不同程度的影響。 明確領(lǐng)導(dǎo)干部廉政觀教育的總體目標(biāo)即是確立立黨為公、執(zhí)政為民的執(zhí)政理念,建立具有中國(guó)特色的領(lǐng)導(dǎo)干部廉政觀教育體系。領(lǐng)導(dǎo)干部廉政觀教育的基本內(nèi)容包括馬克思主義基本理論教育、理想信念教育、公仆意識(shí)教育、清廉意識(shí)教育、勤政意識(shí)教育、良政意識(shí)教育等方面。領(lǐng)導(dǎo)干部廉政觀教育要遵循方向性、科學(xué)性、制度性、滲透性、示范性等基本原則。 加強(qiáng)領(lǐng)導(dǎo)干部廉政觀教育需要從廉政知識(shí)、廉政認(rèn)同、廉政自覺三個(gè)層次入手:第一,以采用訓(xùn)練教育方法為主,通過編制統(tǒng)一的適用性強(qiáng)的廉政制度讀本、開展集中與自我教育相結(jié)合的領(lǐng)導(dǎo)干部廉政知識(shí)教育培訓(xùn)與考核、開展領(lǐng)導(dǎo)干部家屬廉政知識(shí)教育等方式,使領(lǐng)導(dǎo)干部及其家屬掌握黨內(nèi)紀(jì)律規(guī)章和法律法規(guī)等相關(guān)廉政要求和廉政制度知識(shí);第二,以沖突緩解教育方法為主,通過辨認(rèn)與界定領(lǐng)導(dǎo)干部個(gè)人利益與公共利益、提供利益沖突問題分析方法及解決方案和宣泄渠道、提供領(lǐng)導(dǎo)干部個(gè)人利益保障與領(lǐng)導(dǎo)干部廉政的制度約束等方式,增強(qiáng)領(lǐng)導(dǎo)干部的廉政認(rèn)同;第三,以采用社會(huì)實(shí)踐教育方法為主,通過參與群眾活動(dòng)和社會(huì)服務(wù)、開展民眾問政、倡導(dǎo)生活方式平民化等方式,使領(lǐng)導(dǎo)干部產(chǎn)生對(duì)群眾社會(huì)生活的尊重與欣賞、關(guān)心與情感、敏感性與責(zé)任感。第四,需要營(yíng)造良好的領(lǐng)導(dǎo)干部廉政觀教育的輿論環(huán)境。
[Abstract]:The construction of clean government and the fight against corruption is a worldwide subject. In any historical period, any society and country take the construction of clean government and the fight against corruption as the important task of national governance. Xi Jinping has put forward the important guiding ideology of "putting power in a cage", which was formally reaffirmed in the CPC Central Committee's work Plan for establishing and improving the system for punishing and preventing Corruption in 2013-2017. It is emphasized that we should promote the work of preventing corruption, strengthen the education of ideals and beliefs, and strengthen the consciousness of purpose so that leading cadres do not want to corrupt. Therefore, while perfecting the legal system, it is also necessary to emphasize the importance of strengthening the education of leading cadres in the concept of a clean and honest government, and helping them to establish clean and efficient values of political participation based on the interests of the people, which is an important goal of leading cadres' ideological and political education. It is also an important part of building a clean government. By combining quantitative research with qualitative research, this study constructs a comprehensive evaluation index system of leading cadres' concept of clean government, including the concept of clean administration of personnel, working conditions, interpersonal communication and clean government of life style. And the index system of influencing factors of leading cadres' clean government education, including professional values, interpersonal network, family environment and social ethos. Based on the analysis of the present situation and the influencing factors of the concept of clean government of leading cadres, the educational method system of the concept of clean government of leading cadres is constructed. The empirical results show that: first, the leading cadres in the selection of personnel, working conditions, interpersonal communication and life style, there are problems such as lack of clean government knowledge, low level of clean government identity, lack of clean government consciousness and so on; Secondly, professional values, interpersonal network, family environment and social ethos have different influences on leading cadres' education of clean government. The overall goal of the education of leading cadres' concept of clean government is to establish the ruling concept of establishing the party for the public and ruling for the people, and to establish the educational system of leading cadres' concept of a clean government with Chinese characteristics. The basic contents of the education of leading cadres' concept of clean government include Marxist basic theory education, ideal and belief education, public servant consciousness education, clean government consciousness education, diligence consciousness education, good government consciousness education and so on. The education of leading cadres'concept of clean government should follow the basic principles of directionality, science, system, permeability and demonstration. To strengthen the education of leading cadres' concept of an honest and honest government, we need to start with the following three levels: first, to adopt training and education methods as the main means, and to compile a unified and highly applicable reading book of the clean government system. To carry out the training and examination of leading cadres' clean government knowledge combined with self-education, and to carry out the clean government knowledge education of the family members of leading cadres, To enable leading cadres and their families to master inner-party discipline, rules and regulations, laws and regulations and other relevant requirements of a clean government and clean government system knowledge; Second, we should focus on conflict mitigation education, identify and define the personal and public interests of leading cadres, and provide analysis methods, solutions and catharsis channels for conflicts of interest. To provide the individual interests of the leading cadres and the institutional constraints of the leading cadres to strengthen the identity of the leading cadres; Third, by adopting social practical education methods, by participating in mass activities and social services, by engaging the public in political affairs, and by advocating the populace's lifestyle, leading cadres will have respect for and appreciation of the social life of the masses. Care and emotion, sensitivity and responsibility. Fourth, it is necessary to create a good public opinion environment for leading cadres to educate their views on a clean and honest government.
