【摘要】：1973年,陳云就利用交易所、調(diào)整外匯牌價(jià)方案等同外貿(mào)部負(fù)責(zé)人有過幾次談話。他根據(jù)我國外貿(mào)主要對象是資本主義國家的新情況,提出我們可以利用交易所做保護(hù)性交易。他提出調(diào)整外匯牌價(jià)要反映美元匯率的波動,也要把同我國貿(mào)易關(guān)系大的幾種貨幣加權(quán)計(jì)算,避免過大波動。他還就用外匯購買黃金以規(guī)避匯率風(fēng)險(xiǎn)、出口商品按市場規(guī)律定價(jià)、進(jìn)出口市場多元化等提出了意見。談話中闡述的這些對外經(jīng)濟(jì)工作思想,體現(xiàn)出陳云從實(shí)際出發(fā)、對人民負(fù)責(zé)、重視調(diào)查研究和善于學(xué)習(xí)等品德風(fēng)范,是我們搞好對外開放工作的寶貴精神財(cái)富。
[Abstract]:In 1973, Chen Yun on the use of exchanges, foreign exchange price adjustment program with the Ministry of Foreign Trade has several talks. According to the new situation that China's foreign trade is mainly aimed at capitalist countries, he suggests that we can use the exchange to do protective trading. He proposed to adjust the foreign exchange price to reflect the fluctuations of the dollar exchange rate, and to calculate several currencies with strong trade relations with China in order to avoid excessive fluctuations. He also made suggestions on using foreign exchange to buy gold to avoid exchange rate risk, export commodities to be priced according to market rules, and import and export markets to diversify. These thoughts on foreign economic work elaborated in the speech reflect Chen Yun's moral character of proceeding from reality, being responsible to the people, attaching importance to investigation and study, and being good at learning, and is a valuable spiritual wealth for us to do well in our work of opening up to the outside world.
