建章立規(guī)：中國共產(chǎn)黨請示報(bào)告制度的緣起與實(shí)施（1948.1-1949.3）

【摘要】：十八大以來,中共中央接連發(fā)布《中國共產(chǎn)黨紀(jì)律處分條例》、《中國共產(chǎn)黨廉潔自律準(zhǔn)則》、《中國共產(chǎn)黨黨內(nèi)監(jiān)督條例》等文件,不斷加強(qiáng)黨的紀(jì)律建設(shè),全面落實(shí)從嚴(yán)治黨要求。在這一進(jìn)程中,請示報(bào)告制度成為加強(qiáng)黨的紀(jì)律建設(shè)的重要手段。十八屆六中全會通過的《關(guān)于新形勢下黨內(nèi)政治生活的若干準(zhǔn)則》中明確提出:"全黨必須嚴(yán)格執(zhí)行重大問題請示報(bào)告制度。"回顧黨的的歷史,紀(jì)律建設(shè)是黨的建設(shè)工作的一個永恒話題,而且黨面臨的形勢越復(fù)雜、肩負(fù)的任務(wù)越艱巨,就越要加強(qiáng)紀(jì)律建設(shè)。西柏坡的時期是中國共產(chǎn)黨領(lǐng)導(dǎo)的中國革命的歷史轉(zhuǎn)折時期,黨的工作重心在這一時期實(shí)現(xiàn)了從農(nóng)村到城市、從戰(zhàn)爭到建設(shè)的轉(zhuǎn)變。為了保障這些重大轉(zhuǎn)變的成功實(shí)現(xiàn),中共中央在這一時期建立了一系列的規(guī)章制度。2015年7月,習(xí)近平在西柏坡調(diào)研時指出:"這里是黨立規(guī)矩的地方"。其中一個重要的規(guī)矩,就是請示報(bào)告制度。其實(shí),請示報(bào)告制度的形成與建立也有一個比較漫長的過程。在中共成立初期,請示報(bào)告開始僅是作為一般性的紀(jì)律規(guī)定出現(xiàn),隨著面臨的形勢和任務(wù)演變發(fā)展,這些紀(jì)律規(guī)定逐步上升為制度意識,并在實(shí)踐中不斷完善,請示報(bào)告制度逐步系統(tǒng)化、規(guī)范化。解放戰(zhàn)爭中后期,由于戰(zhàn)爭形勢的變化,中國共產(chǎn)黨面臨著一系列新的問題和任務(wù),而伴隨著中共中央工作機(jī)構(gòu)的數(shù)次重大變動,各地區(qū)的土地改革和城市工作出現(xiàn)了偏差,各地的黨和軍隊(duì)出現(xiàn)了無政府、無紀(jì)律狀態(tài),分散主義、地方主義、山頭主義等問題突出,這顯然不利于新的革命形勢下各方面工作的開展。為了遏制這種錯誤的苗頭和趨勢,中共中央亟需樹立中央權(quán)威、加強(qiáng)集中統(tǒng)一領(lǐng)導(dǎo),以便了解和掌握各地的情況,指導(dǎo)解決各地出現(xiàn)的新問題,請示報(bào)告制度便在這一背景下自上而下地建立起來。1948年1月,中共中央發(fā)出《關(guān)于建立報(bào)告制度》的指示,意味著中共中央正式著手在全黨全軍建立完整的請示報(bào)告制度,這一時期,毛澤東在發(fā)給各中央局、野戰(zhàn)軍的電報(bào)中,反復(fù)強(qiáng)調(diào)要及時向中央請示、按時向中央作綜合報(bào)告。然而,各地對請示報(bào)告制度的重視程度、執(zhí)行情況各有不同,也存在各自的問題。為此,中共中央加大督促力度,多次專門發(fā)出具體指示,強(qiáng)調(diào)建立和執(zhí)行請示報(bào)告制度的重要性,并進(jìn)行具體的指導(dǎo),請示報(bào)告制度得以快速、全面地建立和落實(shí)起來。到1949年3月中共七屆二中全會召開,全黨全軍普遍建立并嚴(yán)格執(zhí)行了請示報(bào)告制度,為解放戰(zhàn)爭取得最終勝利、實(shí)現(xiàn)黨的工作重心的轉(zhuǎn)移奠定了重要的制度保障基礎(chǔ)。請示報(bào)告制度是黨的重要規(guī)矩,是中共加強(qiáng)紀(jì)律建設(shè)的重要抓手。執(zhí)行重大問題請示報(bào)告制度,對于嚴(yán)明黨的紀(jì)律、維護(hù)中央權(quán)威、規(guī)范干部行為、落實(shí)黨內(nèi)監(jiān)督有非常重要的意義。研究中共請示報(bào)告制度建立和實(shí)施的過程,對當(dāng)前形勢下加強(qiáng)黨的建設(shè)、嚴(yán)格執(zhí)行重大問題請示報(bào)告制度有著重要的參考意義。
[Abstract]:Since the founding of the Communist Party of China (CPC), the Central Committee of the Communist Party of China (CPC) has successively promulgated the Regulations on the Discipline of the Communist Party of China (CPC), the Guidelines for the Anti-Self-discipline of the Communist Party of China, and the Regulations on the Supervision of the Party's Party of the Communist Party of China. During the middle and late of the liberation war, due to the change of the war situation, the Communist Party of China is faced with a series of new problems and tasks, and with the major changes of the work of the Central Committee of the Communist Party of China, the land reform and the urban work of the various regions have deviated, and the party and the army in all regions have anarchy. The problems of non-discipline, decentralism, localism, and desmasticism, which are clearly not conducive to the development of all aspects of the new revolutionary situation, are clearly not conducive to the development of the new revolutionary situation. In order to curb the emergence and trend of such an error, the Central Committee of the Communist Party of China has an urgent need to establish a central authority to strengthen the centralized and unified leadership so as to understand and master the situation in various parts and to guide the solution of the new problems arising from all over the country.
