【摘要】：正黨內(nèi)潛規(guī)則已成為腐蝕黨員干部、敗壞黨的風(fēng)氣的沉疴毒瘤。習(xí)近平總書記在指導(dǎo)蘭考縣委常委班子黨的群眾路線教育實踐活動專題民主生活會時明確提出:"要堅持清正嚴(yán)明,形成正氣弘揚(yáng)的大氣候,讓那些看起來無影無蹤的潛規(guī)則在黨內(nèi)以及社會上失去土壤、失去通道、失去市場。"治理黨內(nèi)潛規(guī)則,有利于加強(qiáng)黨的作風(fēng)建設(shè)和反腐倡廉建設(shè),彰顯黨規(guī)黨法權(quán)威,保持黨的先進(jìn)性和純潔性,鞏固黨的執(zhí)政地位。黨內(nèi)潛規(guī)則是與黨的規(guī)章制度對立,并被一些黨員干部認(rèn)可而實際奉行的非正式規(guī)則,
[Abstract]:Inner-party latent rules have become corrosive party members and cadres, corrupt the party's ethos. General Secretary Xi Jinping made it clear when guiding the special democratic life meeting of the party's mass line education practice activities of the standing Committee of the Lankao County Party Committee: "We should adhere to the principle of being clean and strict, and form a general climate of promoting good spirit." Let those seemingly invisible rules lose soil, access, markets, both within the party and in society. " Governing the latent rules within the party is conducive to strengthening the party's style building and building up anti-corruption and promoting clean government, showing the authority of the party's laws and regulations, maintaining the party's advanced nature and purity, and consolidating the party's ruling position. The implicit rules within the Party are informal rules that are contrary to the Party's rules and regulations and which are recognized by some party members and cadres but are actually followed.
