【摘要】：胡錦濤總書記在第十七屆中央紀(jì)委第五次全會上強(qiáng)調(diào),"制度的效用取決于制度執(zhí)行力"。可見,任何制度,如果不去執(zhí)行,就會形同虛設(shè),如果執(zhí)行不到位,就如同一紙空文。而黨員干部在國家的政治生活、社會生活、經(jīng)濟(jì)活動等方面承擔(dān)著舉足輕重的作用,其影響是其它社會成員無法取代和比擬的。因此,本文分析了黨員干部先鋒模范作用對推動制度執(zhí)行力的重要性,闡明了遵守制度對提高制度執(zhí)行力的重大意義,提出了通過領(lǐng)導(dǎo)干部做執(zhí)行制度的表率,維護(hù)制度的權(quán)威,充分發(fā)揮黨員干部先鋒模范作用,進(jìn)而推進(jìn)制度執(zhí)行的觀點(diǎn)。
[Abstract]:General Secretary Hu Jintao stressed at the Fifth Plenary session of the 17th Central Commission for discipline Inspection that "the effectiveness of the system depends on its execution." Visible, any system, if not to implement, will be virtual, if not implemented in place, like a dead letter. Party members and cadres play an important role in the political life, social life and economic activities of the country, whose influence can not be replaced and compared by other social members. Therefore, this paper analyzes the importance of the vanguard and exemplary role of party members and cadres in promoting the execution of the system, expounds the great significance of complying with the system to improve the execution of the system, and puts forward the example of the executive system through leading cadres. Maintain the authority of the system, give full play to the exemplary role of party members and cadres, and then promote the viewpoint of system implementation.
