【摘要】：黨代表提案制度是指黨代表在其任期內(nèi)以書面形式提出屬于本級黨代會職權(quán)范圍內(nèi)的意見和建議的制度。黨代表提案制的實施,意味著黨代表履職方式的巨大轉(zhuǎn)變：由黨代表大會會召開期間的短期參與變?yōu)樨灤┱麄�任期的常態(tài)履職。這是黨內(nèi)民主發(fā)展的必然結(jié)果。我黨歷來重視黨內(nèi)民主的發(fā)展,并在黨的十六大將黨內(nèi)民主提到一個新的高度,明確指出：黨內(nèi)民主是黨的生命。黨代表大會是黨內(nèi)民主發(fā)展的關(guān)鍵載體,黨代表作為黨代表大會活動主體,是黨內(nèi)民主的直接參與者,黨代表的作用能否充分發(fā)揮是影響黨內(nèi)民主質(zhì)量的關(guān)鍵因素。多年來,我黨對于黨代會閉會期間發(fā)揮黨代表作用的途徑進行了不懈的探索和嘗試,十七大提出的黨代表任期制便是這一探索的重要實踐成果。實行黨代表任期制后,黨代表的身份職責(zé)貫穿整個任期,這就要求黨代表履職常態(tài)化。黨代表提案制作為完善和落實黨代表任期制的一個突破口、作為一項保證黨代表履職常態(tài)化的具體制度應(yīng)運而生。從各地零星試點到正式寫入黨的十八大報告,并在實踐層面不斷推開,黨代表提案制經(jīng)歷了較長時間的摸索,取得了不少成績,但也面臨著一些亟需解決的問題。從發(fā)展的角度來講,黨代表提案制建設(shè)需要在以后的實踐中,不斷總結(jié)各試點單位的寶貴經(jīng)驗,不斷反思前進中遇到的問題以及應(yīng)對之策。本文以此為出發(fā)點,運用理論和實際相結(jié)合的方法,通過對黨代表提案制的理論基礎(chǔ)、現(xiàn)實意義、發(fā)展歷程的分析和梳理,全面掌握黨代表提案制的歷史及現(xiàn)實圖景；以雅安市滎經(jīng)縣試點為案例,分析黨代表提案制的運行現(xiàn)狀及制約因素,并探討完善黨代表提案制的可行性路徑。具體而言,全文一共分為以下幾個部分：第一部分,闡釋選題的理由、意義、研究現(xiàn)狀、研究目標(biāo)、擬解決的關(guān)鍵問題、研究方法及創(chuàng)新之處,以此對本文的思路和大體情況進行簡要介紹。第二部分,闡述了與黨代會代表提案制相關(guān)的概念內(nèi)涵以及理論基礎(chǔ)、政策依據(jù)等,為進一步深入對黨代表提案制的研究打下基礎(chǔ)。第三部分,在對黨代表提案制初步了解的基礎(chǔ)上,對完善黨代表提案制的意義進行重點闡釋。第四部分,從歷史視角出發(fā),主要以黨代表非任期制和黨代表任期制為分界點,梳理了黨代表提案制的發(fā)展脈絡(luò),并總結(jié)了黨代表提案實踐中的經(jīng)驗啟示。第五部分,以雅安市滎經(jīng)縣黨代表提案制試點運行現(xiàn)狀為切入點,分析了黨代表提案制度發(fā)展中的主要制約因素。第六部分,在以上研究的基礎(chǔ)上,有針對性地提出完善黨代表提案制度的可行路徑。最后,文章的結(jié)語部分將對前面的內(nèi)容進行綜合和總結(jié),并留出進一步思考的空間。
[Abstract]:The proposal system of party representatives refers to the system in which party representatives put forward their opinions and suggestions in written form during their term of office, which belong to the scope of the functions and powers of the Party Congress at the corresponding level. The implementation of the proposal system of the Party deputies means a great change in the way that the party representatives carry out their duties: the short-term participation of the Party deputies during the convening of the Party Congress becomes the normal performance of their duties throughout the term of office. This is the inevitable result of the democratic development within the Party. Our Party has always attached importance to the development of inner-party democracy, and put the inner-party democracy to a new height at the 16th National Congress of the CPC, clearly pointing out that inner-party democracy is the life of the Party. The Party Congress is the key carrier of the development of inner-party democracy. As the main body of the Party Congress, the Party representatives are the direct participants in the inner-party democracy. Whether the role of the Party representatives can be fully played is the key factor affecting the quality of the inner-party democracy. Over the years, our Party has made unremitting exploration and attempt on the ways to exert the role of party representatives during the intersessional period of the Party Congress, and the term system of party representatives put forward by the 17th National Congress of the CPC is an important practical achievement of this exploration. After carrying out the term of office of the party representative, the responsibility of the party representative runs through the whole term of office, which requires the party representative to carry out his duties on a regular basis. Party representatives' proposal making is a breakthrough to perfect and implement the term system of party representatives, and as a concrete system to ensure the regular performance of party representatives' duties has emerged as the times require. From the sporadic pilot to the formal writing of the report of the 18th National Congress of the Party, which has been pushed forward continuously in practice, the party representative's proposal system has experienced a long period of exploration and has made many achievements, but it is also facing some problems that need to be solved. From the point of view of development, the construction of party representatives' proposal system needs to sum up the valuable experience of each pilot unit in the future practice, constantly reflect on the problems encountered in the course of progress and the countermeasures. This article regards this as the starting point, uses the method which the theory and the practice unifies, through to the party representative proposal system theory foundation, the realistic significance, the development course analysis and the comb, comprehensively grasps the party representative proposal system history and the realistic prospect; Taking the pilot project of Xingjing County of Ya'an City as an example, this paper analyzes the running status and restrictive factors of the proposal system of party representatives, and probes into the feasible way to perfect the proposal system of party representatives. Specifically, the full text is divided into the following parts: the first part, explain the reasons, significance, research status, research objectives, key issues to be solved, research methods and innovations, Based on this, the ideas and general situation of this paper are briefly introduced. The second part expounds the concept connotation, theoretical basis and policy basis related to the representative proposal system of the Party Congress, which lays a foundation for further research on the proposal system of the party representatives. The third part, on the basis of the preliminary understanding of the party representative proposal system, the significance of perfecting the party representative proposal system is explained emphatically. The fourth part, from the historical angle of view, mainly takes the party representative non-term system and the party representative tenure system as the demarcation point, combs the party representative proposal system development vein, and summarizes the party representative proposal practice experience enlightenment. The fifth part analyzes the main restrictive factors in the development of the Party representative's proposal system, starting from the current situation of the pilot operation of the Party representative's proposal system in Xingjing County, Ya'an City. The sixth part, on the basis of the above research, puts forward the feasible way to perfect the party representative's proposal system. Finally, the conclusion of the article will synthesize and summarize the previous contents, and leave room for further thinking.
