【摘要】：近年來(lái),隨著農(nóng)村經(jīng)濟(jì)社會(huì)的發(fā)展,農(nóng)村黨員的榮譽(yù)感、責(zé)任感與時(shí)代發(fā)展要求、群眾期望、黨員先進(jìn)性要求存在一定的差距,部分村黨組織凝聚力、戰(zhàn)斗力不強(qiáng),農(nóng)村黨員"活動(dòng)組織難、作用發(fā)揮難、表現(xiàn)評(píng)價(jià)難"等突出問題長(zhǎng)期存在。針對(duì)此情況,內(nèi)蒙古杭錦后旗從2015年開始,在農(nóng)村黨員中探索推行了以"分類管理、量化積分、過(guò)程公示、結(jié)果公開"為主要內(nèi)容的黨員分類量化積分考評(píng)管理機(jī)制。本文旨在從解決農(nóng)村黨員動(dòng)力不足和精神懈怠著手,對(duì)杭錦后旗農(nóng)村黨員分類量化積分考評(píng)管理運(yùn)行情況進(jìn)行研究。論文主要從以下四個(gè)方面進(jìn)行分析:論文首先對(duì)推行農(nóng)村黨員分類量化積分考評(píng)管理的出臺(tái)背景及其必要性進(jìn)行闡述;其次,對(duì)分類量化管理的概念和內(nèi)容及推行黨員分類量化積分考評(píng)管理的主要措施進(jìn)行分析;論文第三部分分析了杭錦后旗推行農(nóng)村黨員分類量化積分考評(píng)管理取得的成效和面臨的問題及原因;論文最后一部分結(jié)合杭錦后旗農(nóng)村基層組織建設(shè)實(shí)際,圍繞健全管理機(jī)制、科學(xué)劃分類別、加強(qiáng)教育管理、簡(jiǎn)化程序指標(biāo)和強(qiáng)化結(jié)果運(yùn)用提出了具體對(duì)策。希望通過(guò)本文的研究,摸清杭錦后旗在推行農(nóng)村黨員分類量化積分考評(píng)管理中遇到的問題和原因,并結(jié)合杭錦后旗具體實(shí)際對(duì)進(jìn)一步做好這項(xiàng)工作提出對(duì)策辦法,以期為加強(qiáng)農(nóng)村黨員教育管理和基層黨組織建設(shè)提供有益參考。
[Abstract]:In recent years, with the development of the rural economy and society, the sense of honor, sense of responsibility and the requirements of the development of the times of the rural party members, the expectations of the masses, the advanced nature of the party members, and the cohesion of the party organizations in some villages are not strong enough. Rural Party members "difficult to organize activities, play a role difficult, difficult to evaluate performance" and other prominent problems. In view of this situation, since 2015, Hangjin Houqi, Inner Mongolia, has explored and implemented the management mechanism of party members' classified quantification integral evaluation with the main content of "classified management, quantitative integral, process publicity and open result" among rural party members. The purpose of this paper is to solve the problem of the lack of motivation and spiritual slack of rural party members, and to study the operation of the management of classifying, quantifying, integrating and evaluating the rural party members in Hangjin Houqi. The paper mainly analyzes from the following four aspects: firstly, the background and necessity of implementing the management of rural party members' classified quantification integral evaluation are expounded. Secondly, the concept and content of classified quantification management and the main measures to carry out the management of party members' classified quantification integral evaluation are analyzed. The third part of the paper analyzes the effectiveness, problems and reasons of carrying out the management of rural party members' classified quantification and integral evaluation in Hangjin Houqi. In the last part of the paper, combining with the actual construction of rural grass-roots organizations in Hangjin Houqi, concrete countermeasures are put forward around perfecting management mechanism, scientifically classifying categories, strengthening education management, simplifying program indexes and strengthening the application of results. Through the study of this paper, I hope to find out the problems and reasons encountered in the implementation of the management of classified quantification and integral evaluation of rural party members, and put forward countermeasures and measures for further doing this work well in combination with the concrete practice of Hangjinhou Banner. With a view to strengthening rural party members education and management and the construction of grass-roots party organizations to provide useful reference.
