【摘要】：村干部監(jiān)督制度缺失在中國具有普遍性。本文基于鄉(xiāng)鎮(zhèn)干部、村干部和村民相互博弈的新政治經(jīng)濟學分析框架,從農(nóng)村集體資源產(chǎn)權界定不清和宗族分化相互作用的角度,為村干部監(jiān)督制度缺失提供了一個全新的解釋。研究發(fā)現(xiàn):村干部掌握農(nóng)村集體資源的非農(nóng)用途轉讓權,故村干部職位具有潛在的租金收益,落實監(jiān)督制度妨礙村干部獲取租金,因而村干部反對落實監(jiān)督制度;鄉(xiāng)鎮(zhèn)干部因和村干部分享租金,因而不會促使村干部落實監(jiān)督制度;村民為了分享集體資源的收益,反對村干部不落實監(jiān)督制度,但其反對只有村民達成集體行動后才能生效。在存在宗族分化的行政村,本族村干部對本族村民具有天然的正外部性,所以村民都偏好本族村干部。這種偏好和村干部的分而治之政策,導致不同宗族的村民達不成集體行動,結果監(jiān)督制度缺失成為均衡。村干部監(jiān)督制度缺失不僅是"資源詛咒",也是"血緣詛咒"。
[Abstract]:The absence of the supervision system of village cadres is universal in China. Based on the new political economic analysis framework of the game among township cadres, village cadres and villagers, this paper analyzes the interaction between the property rights of collective resources in rural areas and the division of clans. It provides a new explanation for the lack of supervision system of village cadres. It is found that village cadres have the right to transfer non-agricultural use of rural collective resources, so village cadres have potential rental income, the implementation of the supervision system hinders the village cadres to obtain rent, so village cadres oppose the implementation of the supervision system; Because the township cadres share the rent with the village cadres, they will not urge the village cadres to carry out the supervision system. In order to share the benefits of collective resources, the villagers oppose the village cadres not implementing the supervision system, but their opposition can only take effect after the villagers have reached collective action. In the administrative village where clan division exists, the village cadres have a natural positive externality to their own villagers, so the villagers prefer their own village cadres. This preference and the divide-and-rule policy of village cadres lead to the failure of collective action of villagers of different clans, resulting in the absence of a balanced supervision system. The lack of supervision system of village cadres is not only "resource curse", but also "blood curse".
