新時期網(wǎng)絡(luò)反腐問題研究

【摘要】：在馬克思和恩格斯看來,私有制和權(quán)力的過于獨立是滋生腐敗問題的直接根源,并始終堅持掌權(quán)者應(yīng)當(dāng)建設(shè)“廉政政府”的執(zhí)政理念。在列寧的執(zhí)政理念中,也十分重視從嚴(yán)治黨的原則,提出要通過建立有效的法律監(jiān)督機制來平衡執(zhí)政者手中的權(quán)力,從而促進執(zhí)政黨的清正廉潔。在中國共產(chǎn)黨奮斗和執(zhí)政的九十多年歷史中,同樣也始終重視黨自身的反腐倡廉建設(shè),這從黨的歷屆領(lǐng)導(dǎo)人的執(zhí)政理念中都可以清晰地看到。面對不斷變化的國內(nèi)外形勢和不斷發(fā)展的社會實際,我們黨只有不斷加強自身廉政建設(shè),嚴(yán)肅黨風(fēng)黨紀(jì),才能不斷的鞏固和加強黨的執(zhí)政根基,提高黨的執(zhí)政能力,擴大黨的執(zhí)政影響,這不僅是我國社會發(fā)展的基本要求,更是我們黨實現(xiàn)執(zhí)政目標(biāo)和解決國內(nèi)外復(fù)雜變化問題的關(guān)鍵之所在。如今,隨著信息技術(shù)的不斷革新,促進著社會各個方面都以日新月異的速度發(fā)展著,特別是網(wǎng)絡(luò)的高速發(fā)展,不僅給我們?nèi)嗣翊蟊姷纳a(chǎn)和生活等很多方面帶來了深刻的影響,也使我們黨的執(zhí)政環(huán)境和執(zhí)政能力發(fā)生了翻天覆地的變化,并給我們黨利用互聯(lián)網(wǎng)來反腐的工作創(chuàng)造了良好的條件。在網(wǎng)絡(luò)環(huán)境下,腐敗問題較之以往呈現(xiàn)出了一些新的特點:腐敗問題發(fā)生的人群呈現(xiàn)年輕化、基層化的趨勢,腐敗的形式呈現(xiàn)多樣性和隱性化趨勢等等,這些都給我們黨帶來了挑戰(zhàn)。與此同時,隨著信息技術(shù)的發(fā)展,網(wǎng)絡(luò)在催生新的腐敗問題的同時,也給我們黨利用其進行反腐倡廉建設(shè)提供了有力的工具和途徑,特別是如今新媒體廣泛普及的形勢下,網(wǎng)絡(luò)的傳播路徑廣、使用人數(shù)多、互動性強和信息傳遞效率高等特點,給我們黨加強腐敗治理工作提供了諸多便利。然而,面對日新月異的網(wǎng)絡(luò)環(huán)境,我們黨如何發(fā)揮傳統(tǒng)優(yōu)勢來加強自身廉政建設(shè),成為了擺在黨組織面前一個重要的現(xiàn)實問題,基于此,本文探究了網(wǎng)絡(luò)環(huán)境下加強黨的反腐工作的相關(guān)路徑和方法,以期能夠為黨的反腐倡廉建設(shè)工作提供一定思路。
[Abstract]:In Marx's and Engels' view, the independence of private ownership and power is the direct root of corruption, and always insists on the ruling idea that "clean government" should be built by those in power. Lenin also attached great importance to the principle of strict administration of the Party, and proposed to balance the power in the hands of the ruling party by establishing an effective legal supervision mechanism to promote the integrity of the ruling party. In the more than 90 years of CPC struggle and ruling history, it has also always attached importance to the Party's own anti-corruption construction, which can be clearly seen from the ruling concept of successive Party leaders. In the face of the constantly changing domestic and foreign situation and the constantly developing social reality, only by constantly strengthening our party's building of a clean and honest government and enforcing the party's work style and party discipline can we constantly consolidate and strengthen the party's ruling foundation and improve its ruling ability. It is not only the basic requirement of the social development of our country to expand the influence of the ruling party, but also the key to realize the ruling goal and solve the complex change problem at home and abroad. Nowadays, with the continuous innovation of information technology, all aspects of society are developing at a rate of rapid change, especially the rapid development of the network, which not only has a profound impact on the production and daily life of our people, but also on many other aspects. It also makes the ruling environment and ability of our party change dramatically, and creates good conditions for our party to use the Internet to fight corruption. In the network environment, the corruption problem presents some new characteristics compared with the past: the number of people with corruption problem appears younger, the trend of grass-roots level, the form of corruption presents diversity and recessive trend, and so on. All these have brought challenges to our Party. At the same time, with the development of information technology, the network has given birth to a new problem of corruption, at the same time, it has also provided a powerful tool and way for our party to use it in the construction of anti-corruption and clean government, especially under the situation of widespread popularization of new media today. The characteristics of the network, such as wide communication path, large number of users, strong interactivity and high efficiency of information transmission, have provided many conveniences for our party to strengthen its corruption management work. However, in the face of the ever-changing network environment, how to exert our party's traditional advantages to strengthen its own clean government construction has become an important practical problem in front of the party organization. Based on this, This paper probes into the relevant ways and methods of strengthening the Party's anti-corruption work under the network environment in order to provide some ideas for the Party's anti-corruption work.
