【摘要】：科層制邏輯與社會治理邏輯是左右農(nóng)村基層黨組織行動的兩種關鍵行動思維。在理想情景中,農(nóng)村基層黨組織有充足的時間與精力來滿足科層制與鄉(xiāng)村社會的雙重期待,然而在現(xiàn)實的黨建創(chuàng)新實踐中,農(nóng)村黨組織往往更倚重于科層制邏輯,具體表現(xiàn)為:單向度的服務供給與多樣化的需求之間存在沖突、壓力型體制下信息共享不暢導致的監(jiān)督失效及不信任問題、黨組織與農(nóng)民組織互動不足。農(nóng)村基層黨組織對科層制邏輯的過分倚重既有對傳統(tǒng)科層制慣性的路徑依賴,也受官本位文化的影響,不僅造成黨組織上下級、黨組織與社會信息不對稱,以及黨組織行動目標偏離,而且也會造成公眾失語,參與不足。未來,提升農(nóng)村黨組織的適應性既需要重新定位基層黨組織與上級黨組織的關系,而且要對農(nóng)村基層黨組織本身的功能與角色進行重構(gòu)。
[Abstract]:The logic of hierarchy and the logic of social governance are the two key thinking about the action of rural grassroots Party organizations. In the ideal situation, the rural grass-roots party organizations have sufficient time and energy to meet the double expectations of the hierarchy system and the rural society. However, in the practical practice of party building innovation, the rural party organizations tend to rely more on the logic of the hierarchy system. The concrete manifestations are: the conflict between the one-way service supply and the diversified demand, the failure of supervision and distrust caused by the lack of information sharing under the pressure type system, and the insufficient interaction between the Party organization and the peasant organization. The excessive reliance of the rural grassroots party organizations on the logic of the hierarchy system not only depends on the path of the inertia of the traditional hierarchy system, but also on the influence of the official standard culture, which not only results in the Party organizations being superior and subordinate, but also the party organizations and the social information asymmetry. As well as the party organization action target deviation, and also can cause the public aphasia, the participation insufficiency. In the future, to improve the adaptability of rural party organizations, it is necessary to reposition the relationship between grass-roots party organizations and higher party organizations, and to reconstruct the functions and roles of rural grass-roots party organizations.
