【摘要】：在世界范圍內(nèi)，，腐敗已經(jīng)為一種普遍現(xiàn)象。由于腐敗的危害非常大，所以黨和政府在反腐倡廉建設(shè)領(lǐng)域出臺(tái)了一系列反腐舉措，地方政府也嘗試在創(chuàng)新反腐制度方面開(kāi)展很多實(shí)踐�！爸袊�(guó)地方政府創(chuàng)新獎(jiǎng)”的獲獎(jiǎng)項(xiàng)目中有一些在反腐敗方面很好的舉措、制度。這為政府治理、反腐創(chuàng)新提供了新的研究對(duì)象和思路。本研究正是緣起這種背景，對(duì)反腐制度創(chuàng)新進(jìn)行研究。 論文通過(guò)對(duì)國(guó)內(nèi)外研究成果的考察，為論文提供了理論支撐。同時(shí)運(yùn)用文獻(xiàn)研究和個(gè)案研究的方法，對(duì)地方政府反腐創(chuàng)新項(xiàng)目進(jìn)行實(shí)踐研究。接下來(lái)，界定了文章的核心概念，分析了反腐創(chuàng)新的價(jià)值，并對(duì)中國(guó)地方政府反腐創(chuàng)新的類(lèi)型和策略進(jìn)行了闡釋。 在對(duì)“中國(guó)地方政府創(chuàng)新獎(jiǎng)”的具體案例分析的基礎(chǔ)上，論文對(duì)歷屆地方政府創(chuàng)新獎(jiǎng)中涉及反腐的項(xiàng)目進(jìn)行整體分析，探討了中國(guó)地方政府反腐創(chuàng)新主要存在動(dòng)力不足、難以推廣和持續(xù)性差、反腐創(chuàng)新的公眾認(rèn)可度不高四個(gè)問(wèn)題。在問(wèn)題研究的基礎(chǔ)上對(duì)地方政府反腐創(chuàng)新存在問(wèn)題的成因進(jìn)行了分析，其成因主要是反腐創(chuàng)新制度創(chuàng)新主體的有限理性、反腐創(chuàng)新難以制度化、體制因素制約反腐創(chuàng)新意識(shí)、創(chuàng)新決策機(jī)制的缺陷四個(gè)問(wèn)題。在這些研究的基礎(chǔ)上，論文提出了針對(duì)性的解決對(duì)策，認(rèn)為要通過(guò)加強(qiáng)政治體制改革為創(chuàng)新提供動(dòng)力、通過(guò)完善制度推進(jìn)政府反腐創(chuàng)新的擴(kuò)散、推進(jìn)地方政府創(chuàng)新的制度化、提高地方政府的創(chuàng)新意識(shí)、加強(qiáng)決策信息公開(kāi)促進(jìn)決策機(jī)制的完善，最終使得地方政府在反腐創(chuàng)新方面有新的成就。
[Abstract]:In the world, corruption has become a common phenomenon. Because of the great harm of corruption, the party and government have introduced a series of anti-corruption measures in the field of anti-corruption construction, and local governments have also tried to carry out a lot of practice in innovating the anti-corruption system. There are some good anti-corruption measures and systems in the award of the Chinese Local Government Innovation Award. This provides a new research object and train of thought for government governance and anti-corruption innovation. This research is the origin of this background, anti-corruption system innovation research. The thesis provides the theoretical support for the thesis through the investigation of the domestic and foreign research results. At the same time, using the method of literature research and case study, the author carries on the practice research to the local government anti-corruption innovation project. Then, it defines the core concept of the article, analyzes the value of anti-corruption innovation, and explains the types and strategies of anti-corruption innovation of local government in China. On the basis of the case analysis of the "Chinese Local Government Innovation Award", the paper analyzes the projects involved in anti-corruption among the previous local government innovation awards as a whole, and probes into the lack of motivation for the local government anti-corruption innovation in China. Difficult to promote and poor sustainability, anti-corruption innovation of public recognition is not high four problems. On the basis of the research on the problems, this paper analyzes the causes of the problems in the local government's anti-corruption innovation, which are mainly caused by the limited rationality of the main body of the anti-corruption innovation system, the difficulty of institutionalizing the anti-corruption innovation and the restriction of the anti-corruption innovation consciousness by the institutional factors. Four problems about the defects of innovative decision-making mechanism. On the basis of these studies, the paper puts forward some countermeasures to solve the problem, and points out that it is necessary to provide impetus for innovation through strengthening the political system reform, to promote the diffusion of government anti-corruption innovation and to promote the institutionalization of local government innovation through perfecting the system. Improving the innovation consciousness of the local government and strengthening the publicity of decision-making information to promote the perfection of the decision-making mechanism finally make the local government have new achievements in anti-corruption innovation.
