【摘要】：反腐廉政建設(shè)是黨和政府工作的重要內(nèi)容,是學(xué)術(shù)界和實踐工作者關(guān)注的熱點問題,也是人民群眾在日常生活中經(jīng)常討論的問題。反腐廉政建設(shè)涉及的問題很多,其中核心的議題之一就是提升績效。 新中國成立以來,黨內(nèi)、政府中和社會上的反腐廉政建設(shè)已經(jīng)進(jìn)行了60多年。在這60多年中,黨和政府投入大量的人力、物力、財力到反腐廉政建設(shè)中,人民群眾也通過各種渠道和形式加入到反腐廉政建設(shè)的實踐中。60多年的反腐廉政建設(shè)取得怎樣的效果,黨的領(lǐng)導(dǎo)人、紀(jì)檢監(jiān)察部門、學(xué)術(shù)界的研究者、黨員干部、普通群眾均從不同的立場和角度出發(fā),作出自己的判斷。另外,國(境)外政客和學(xué)者也對新中國成立以來反腐廉政建設(shè)的成效作出自己的分析。毫無疑問,以上的各種判斷和分析,有些是符合我國反腐廉政建設(shè)實際的,有些是罔顧事實的編造,有些甚至是利用腐敗問題攻擊我國的口實。要想科學(xué)、全面地認(rèn)識新中國成立以來的反腐廉政績效,必須學(xué)習(xí)反腐廉政績效理論,熟悉反腐廉政績效的歷史,總結(jié)反腐廉政建設(shè)取得績效的經(jīng)驗和績效不足的教訓(xùn),有效開展反腐廉政績效評估。反腐廉政績效理論方面,要在掌握馬克思主義關(guān)于反腐廉政績效理論的精髓的基礎(chǔ)上,大膽借鑒人文科學(xué)和社會科學(xué)的研究思路、研究視角和研究方法。反腐廉政績效歷史方面,既要認(rèn)清每一歷史階段反腐廉政建設(shè)取得的績效及經(jīng)驗啟示,也要把握60多年這一整體階段反腐廉政建設(shè)取得的績效及經(jīng)驗啟示。反腐廉政建設(shè)取得的經(jīng)驗和績效不足的教訓(xùn)方面,經(jīng)驗的把握要注重層次性,看哪些經(jīng)驗是階段性的,只是某一階段或某一事件帶來的經(jīng)驗；哪些經(jīng)驗是長久性的,貫穿于新中國成立以來反腐廉政建設(shè)的始終。教訓(xùn)的提煉要深刻,注重從腐敗產(chǎn)生和蔓延的深層次規(guī)律、反腐廉政建設(shè)的工作規(guī)律的角度來總結(jié)�？冃гu估方面要把握好評估的原則、標(biāo)準(zhǔn)和方法,建立科學(xué)的評估指標(biāo)體系。唯有處理好以上四個方面的問題,才能比較準(zhǔn)確地把握新中國成立以來的反腐廉政績效,也才能進(jìn)一步提升當(dāng)前和今后的反腐廉政績效。 全文共分六章,第一章緒論對論文研究的問題及如何開展研究進(jìn)行了概括。主要對腐敗、廉政、反腐倡廉建設(shè)、績效、反腐廉政績效等基本概念進(jìn)行界定,并對國內(nèi)外相關(guān)研究進(jìn)行綜述。同時,闡明了論文研究的思路、方法及創(chuàng)新之處。 第二章梳理了反腐廉政績效理論。主要是提煉了馬克思主義關(guān)于反腐廉政績效的論述,并將現(xiàn)代政治學(xué)與公共管理學(xué)中的績效管理理論、治理理論、黨建理論和廉政學(xué)理論,經(jīng)濟學(xué)中的成本-收益理論、博弈論,政策科學(xué)、法學(xué)的相關(guān)理論在反腐廉政績效主題下進(jìn)行梳理,為提升反腐廉政績效提供理論支撐。 第三章探討了改革開放之前的反腐廉政績效。分別分析了新中國成立初始期、向社會主義過渡時期、開始全面建設(shè)社會主義時期、“文化大革命”時期、在徘徊中前進(jìn)時期的反腐廉政績效,并總結(jié)每一階段反腐廉政建設(shè)取得成效的經(jīng)驗教訓(xùn)。 第四章探討了改革開放以來的反腐廉政績效。分別分析了改革開放初期、改革開放全面展開時期、治理整頓和深化改革時期、建立社會主義市場經(jīng)濟體制初期、邁向新世紀(jì)、新世紀(jì)新階段的反腐廉政績效,并總結(jié)了每一階段反腐廉政取得成效的經(jīng)驗教訓(xùn)。 第五章總結(jié)了反腐廉政建設(shè)取得績效的主要經(jīng)驗和績效不足的原因、教訓(xùn)。本章立足于歷史考察的經(jīng)驗啟示和現(xiàn)實問題的全面分析,分別探究了反腐廉政建設(shè)對中國共產(chǎn)黨的效應(yīng)及主要經(jīng)驗、對社會主義建設(shè)的效應(yīng)及主要經(jīng)驗,歸納了反腐廉政建設(shè)績效與目標(biāo)出現(xiàn)差距的表現(xiàn)、原因和教訓(xùn)。 第六章提出了提升反腐廉政績效的對策建議。在總結(jié)反腐廉政建設(shè)取得績效的經(jīng)驗和績效不足的教訓(xùn)的基礎(chǔ)上,提出了提升反腐廉政績效的建議：一、完善反腐廉政績效評估理論和方法；二、建立反腐廉政績效評估指標(biāo)體系；三、正確認(rèn)識反腐廉政形勢和績效,科學(xué)制定政策措施；四、提升專門機構(gòu)的地位和作用,加強領(lǐng)導(dǎo)體制和工作機制創(chuàng)新；五、加強社會監(jiān)督,充分發(fā)揮人民群眾的作用；六、提高反腐廉政建設(shè)科學(xué)化水平。
[Abstract]:Anti-corruption and clean government construction is an important part of the work of the Party and the government, is a hot issue of concern to academia and practitioners, and is often discussed by the people in daily life.
Since the founding of the People's Republic of China, anti-corruption and clean government in the Party, the government and the society have been building for more than 60 years. In the past 60 years, the Party and the government have invested a lot of manpower, material and financial resources in the anti-corruption and clean government construction, and the people have also joined in the practice of anti-corruption and clean government construction through various channels and forms. In addition, foreign politicians and scholars have also made their own analysis of the effectiveness of anti-corruption and clean government since the founding of New China. Judgment and analysis show that some are in line with the reality of China's anti-corruption and clean government construction, some are fabricated in disregard of facts, and some even use corruption to attack China's facts. In the aspect of anti-corruption and honest government performance theory, we should grasp the essence of Marxist theory on anti-corruption and honest government performance, boldly draw on the research ideas of Humanities and social sciences, research perspectives and research methods. In the historical aspect of the performance of anti-corruption and honest government, we should not only recognize the achievements and experience gained in the construction of anti-corruption and honest government in each historical stage, but also grasp the achievements and experience gained in the construction of anti-corruption and honest government in the whole period of more than 60 years. Some experiences are staged, but only those brought about by a certain stage or event; which experiences are long-lasting and run through the anti-corruption and clean government construction since the founding of New China. In the aspect of evaluation, we should grasp the principles, standards and methods of evaluation and establish a scientific evaluation index system.
In the first chapter, the author summarizes the research problems and how to carry out the research, mainly defines the basic concepts of corruption, clean government, anti-corruption and honest construction, performance, anti-corruption and honest government performance, and summarizes the related research at home and abroad. At the same time, the paper expounds the ideas, methods and innovations of the research.
Chapter 2 reviews the performance theory of anti-corruption and clean government.It mainly refines the Marxist theory of anti-corruption and clean government performance and puts forward the performance management theory, governance theory, party building theory and clean government theory, cost-benefit theory in economics, game theory, policy science and law theory in modern politics and public management. Combing the theme of anti-corruption performance, it will provide theoretical support for improving anti-corruption performance.
The third chapter discusses the anti-corruption and clean government performance before the reform and opening-up, respectively analyzes the anti-corruption and clean government performance in the initial period of the founding of New China, the transitional period to socialism, the period of building socialism in an all-round way, the period of "Cultural Revolution" and the period of wandering forward, and summarizes the experience of the anti-corruption and clean government construction in each stage. Lesson.
The fourth chapter discusses the anti-corruption and clean government performance since the reform and opening up. It analyzes the anti-corruption and clean government performance in the early stage of reform and opening up, the period of reform and opening up, the period of rectification and deepening reform, the initial stage of establishing the socialist market economic system, the new century and the new stage, and summarizes the anti-corruption and clean government achievements in each stage. Lessons learned from the results.
The fifth chapter summarizes the main experience and the reasons for the inadequate achievements and lessons of the anti-corruption and clean government construction.Based on the experience of historical investigation and the comprehensive analysis of practical problems, this chapter respectively explores the effects and main experiences of the anti-corruption and clean government construction on the Communist Party of China, the effects and main experiences of the socialist construction. The performance, reasons and lessons of the gap between performance and goal of anti-corruption and clean government construction.
Chapter 6 puts forward the countermeasures and suggestions to improve the performance of anti-corruption and clean government.On the basis of summarizing the experience of anti-corruption and clean government construction and the lessons of inadequate performance, the paper puts forward some suggestions to improve the performance of anti-corruption and clean government. Understanding the situation and performance of anti-corruption and clean government and formulating policies and measures scientifically; Fourth, enhancing the status and role of specialized agencies and strengthening the innovation of leadership system and working mechanism; Fifth, strengthening social supervision and giving full play to the role of the people; Sixth, improving the scientific level of anti-corruption and clean government construction.
