【摘要】：領(lǐng)導(dǎo)干部能上能下《規(guī)定》是將"要么原地踏步,要么進(jìn)步"的單向激勵(lì)完善為"干得好就進(jìn)步,干得不好就退步"的雙向激勵(lì),填補(bǔ)了負(fù)面激勵(lì)的缺位。期待《規(guī)定》能夠在實(shí)踐中不斷豐富,汲取更多經(jīng)驗(yàn)智慧,真正成為全面從嚴(yán)治黨戰(zhàn)略走向動(dòng)態(tài)化的治本之策。
[Abstract]:Leading cadres' ability and ability of "stipulation" is to perfect the one-way incentive of "either standing still or making progress" to the two-way incentive of "good work is progress, bad work is retrogressive", which fills up the lack of negative incentive. It is expected that the "stipulation" can be enriched in practice, absorb more experience and wisdom, and become a radical and dynamic strategy for the Party's comprehensive and strict administration.
