村干部涉農扶貧領域腐敗問題研究

【摘要】：目前,中國已經是世界第二大經濟體,從經濟構成上來看,農業(yè)所占的比重不是很大,但是從從業(yè)人口和社會穩(wěn)定的角度來看,中國依然有著約6億農村人口。因此,解決好"三農"問題,仍然是一個關系到國家未來發(fā)展的重要課題。近年來,國家越來越重視"三農"問題,提出精準扶貧戰(zhàn)略部署,計劃到2020年,農村貧困人口實現(xiàn)全部脫貧。為了順利完成以上目標,每年有大量的扶貧資金、各類涉農轉移支付投入農村領域,這些扶貧資金的使用和救助物資的審核、認定、發(fā)放等涉農扶貧領域的工作都需要通過農村基層的村干部來完成。我們必須對村干部付出的巨大勞動予以肯定,但同時也應該看到村干部在涉農扶貧領域的工作中存在大量的腐敗問題,這些腐敗問題,嚴重影響農村基層的穩(wěn)定,制約新農村建設的戰(zhàn)略大局。因此,從理論和實踐的角度來看,研究和探討村干部涉農扶貧領域腐敗現(xiàn)象的產生原因和相應的對策,已經成為戰(zhàn)略層面的共識。本文圍繞村干部涉農扶貧領域腐敗問題展開研究,基于尋租理論、懲防體系建設理論,總結了村干部在扶貧領域出現(xiàn)的無中生有、虛報套取,以權謀私、坐地生財,張冠李戴、優(yōu)親厚友,雁過拔毛、順手牽羊,欺.上瞞下,挪作他用等腐敗問題,剖析了產生村干部涉農扶貧領域腐敗的原因,主要有農村財務管理制度不健全、基層權力監(jiān)督機制不完善、村干部激勵機制缺乏、選任制度落實不到位和涉農扶貧領域腐敗問題懲治力度不夠強等客觀原因;以及村干部政治素養(yǎng)缺乏、法制觀念淡薄、權力觀扭曲等主觀原因。最后,從注重事前預防、加強事中監(jiān)督、嚴肅事后懲處等方面提出防控村干部涉農扶貧領域腐敗問題的對策建議。本研究在理論層面,將為豐富懲防體系建設相關理論提供一些素材;在實踐領域,希望可以為村干部涉農扶貧腐敗的治理提供具有實踐意義的對策。
[Abstract]:At present, China is already the second largest economy in the world. In terms of economic composition, the proportion of agriculture is not very large, but in terms of employment population and social stability, China still has about 600 million rural population. Therefore, to solve the problem of agriculture, rural areas and farmers is still an important issue related to the future development of the country. In recent years, the country has paid more and more attention to the issue of agriculture, rural areas and farmers, and put forward an accurate strategy for poverty alleviation. It is planned that by 2020, the rural poor will be able to lift themselves out of poverty. In order to successfully accomplish the above objectives, every year there are a large number of poverty alleviation funds, various types of agriculture-related transfer payments into rural areas. The use of these poverty alleviation funds and the examination of relief materials have been determined, The work related to agriculture and poverty alleviation, such as distribution, needs to be done by village cadres at the rural grassroots level. We must affirm the tremendous work done by village cadres, but at the same time, we should also see that there are a large number of corruption problems in the work of village cadres in the field of helping the poor through agriculture. These corruption problems seriously affect the stability of the rural grassroots. Restrict the strategic overall situation of new rural construction. Therefore, from the point of view of theory and practice, it has become a strategic consensus to study and discuss the causes of corruption in the field of rural poverty alleviation and the corresponding countermeasures. Based on the theory of rent-seeking and the theory of the construction of punishment and prevention system, this paper summarizes the emergence of village cadres in the field of poverty alleviation, false reporting, extortion, the use of power for personal gain, sitting on the ground to generate money, Zhang Guanliai, Good relatives and friends, wild goose pull hair, easy to handle the sheep, deceiving. The reasons for corruption in the field of rural cadres involved in agriculture and poverty alleviation are analyzed in the following aspects: rural financial management system is not perfect, the supervision mechanism of grass-roots power is not perfect, and the incentive mechanism for village cadres is lacking. Such objective reasons as the lack of implementation of the system of election and appointment and the insufficient punishment of corruption in the field of poverty alleviation involving agriculture, as well as the lack of political literacy of village cadres, the weak concept of the legal system, the distortion of the view of power, and so on. Finally, the author puts forward countermeasures and suggestions on preventing and controlling village cadres' corruption in the field of helping the poor by agriculture from the aspects of paying attention to prevention beforehand, strengthening supervision in the matter and punishing afterwards. At the theoretical level, this study will provide some materials for enriching the relevant theories in the construction of punishment and prevention system; in the practical field, it is hoped that it can provide practical countermeasures for the management of rural cadres' poverty alleviation and corruption involving agriculture.
