【摘要】：黨的十八大報(bào)告強(qiáng)調(diào),要保障黨員的主體地位,進(jìn)一步落實(shí)黨員的知情權(quán)、參與權(quán)、選舉權(quán)、監(jiān)督權(quán)。這對(duì)黨員權(quán)利的實(shí)現(xiàn)具有重要的指導(dǎo)意義。農(nóng)村黨組織是中國共產(chǎn)黨的重要組成部分,農(nóng)村黨員權(quán)利保障得如何,可以說是中國共產(chǎn)黨整個(gè)黨員權(quán)利保障狀況的一個(gè)縮影。農(nóng)村黨員權(quán)利的充分行使,有利于推進(jìn)農(nóng)村基層民主,有利于加強(qiáng)村級(jí)黨組織的吸引力,有利于基層黨內(nèi)民主建設(shè)以及加強(qiáng)基層黨組織純潔性、先進(jìn)性的建設(shè)。本文結(jié)合農(nóng)村黨員權(quán)利的相關(guān)文件、案例及新聞報(bào)道,并通過實(shí)地走訪以及和農(nóng)村黨員進(jìn)行深入交談,始終以黨員權(quán)利為出發(fā)點(diǎn)和落腳點(diǎn),對(duì)農(nóng)村黨員權(quán)利的行使現(xiàn)狀進(jìn)行了理論上的分析和思考。目前,農(nóng)村黨員權(quán)利行使在新時(shí)期取得了一定的成績(jī),成績(jī)主要有:農(nóng)村黨員權(quán)利的實(shí)現(xiàn)有了更加民主的環(huán)境,對(duì)農(nóng)村黨員權(quán)利的實(shí)現(xiàn)更加注重制度保障,農(nóng)村黨員參與黨內(nèi)事務(wù)的程度進(jìn)一步加深。但由于受歷史和現(xiàn)實(shí)的各方面因素的影響和制約,農(nóng)村黨員的知情權(quán)、參與權(quán)、選舉權(quán)、監(jiān)督權(quán)在落實(shí)的時(shí)候還有不到位的地方。而落實(shí)不到位的主要原因是農(nóng)村傳統(tǒng)的觀念和習(xí)慣依然存在,農(nóng)村黨員隊(duì)伍結(jié)構(gòu)失衡,農(nóng)村黨員的維權(quán)意識(shí)不強(qiáng),農(nóng)村黨員干部認(rèn)識(shí)不足,農(nóng)村黨員權(quán)利的落實(shí)機(jī)制不完善。根據(jù)農(nóng)村黨員權(quán)利行使過程中存在的不足及其原因,提出了相應(yīng)的保障對(duì)策,主要有提高農(nóng)村黨員的政治素質(zhì),培養(yǎng)農(nóng)村黨員的權(quán)利意識(shí);創(chuàng)造健康的黨內(nèi)環(huán)境,保障黨員權(quán)利的實(shí)現(xiàn);完善黨內(nèi)民主制度,保障黨員各項(xiàng)權(quán)利。希望這些對(duì)策能促進(jìn)農(nóng)村黨員權(quán)利的行使,促進(jìn)黨內(nèi)民主的進(jìn)一步發(fā)展。
[Abstract]:The report of the 18th National Congress of the CPC stressed the need to safeguard the dominant position of party members and further implement the party members' right to know, participate in, vote, and supervise. This is of great significance to the realization of party members' rights. The rural party organization is an important part of the Communist Party of China. How to guarantee the rights of the rural party members can be said to be a microcosm of the whole situation of guaranteeing the rights of the party members of the Communist Party of China. The full exercise of the rights of rural party members is conducive to promoting rural democracy at the grass-roots level, strengthening the attractiveness of the party organizations at the village level, building democracy within the party at the grass-roots level and strengthening the construction of the purity and advanced nature of the party organizations at the grass-roots level. This article combines the relevant documents, cases and news reports of the rights of rural party members, and through field visits and in-depth conversations with rural party members, always take the rights of party members as the starting point and the foothold. To the rural party member's right exercise present situation has carried on the theoretical analysis and the ponder. At present, certain achievements have been made in the exercise of the rights of rural party members in the new period. The main achievements are: the realization of the rights of rural party members has a more democratic environment, and the realization of the rights of rural party members pays more attention to the system protection. The degree of participation of rural party members in inner-party affairs is further deepened. However, due to the influence and restriction of various factors in history and reality, the right to know, to participate, to vote and to supervise of rural Party members are still not in place when they are put into practice. The main reasons for the lack of implementation are that the traditional concepts and habits still exist, the structure of the rural party members is out of balance, the awareness of protecting the rights of the rural party members is not strong, the awareness of the rural party members and cadres is insufficient, and the implementation mechanism of the rights of the rural party members is not perfect. According to the shortcomings and reasons in the process of exercising the rights of rural party members, this paper puts forward the corresponding safeguard countermeasures, which are mainly to improve the political quality of rural party members, to cultivate the right consciousness of rural party members, to create a healthy inner-party environment. To ensure the realization of the rights of party members; to perfect the democratic system within the Party and to safeguard the rights of party members. It is hoped that these countermeasures will promote the exercise of the rights of rural party members and the further development of inner-party democracy.
