【摘要】：我國(guó)一直致力于社會(huì)主義新農(nóng)村建設(shè),建設(shè)的前提是解決好農(nóng)村問題,而這必須依靠農(nóng)村基層干部來落實(shí)黨和國(guó)家的各項(xiàng)方針政策,積極應(yīng)對(duì)農(nóng)村建設(shè)中出現(xiàn)的各種問題。在搞好新農(nóng)村建設(shè)的艱巨任務(wù)中,農(nóng)村基層干部肩負(fù)著重大的責(zé)任,一方面要向廣大人民群眾切實(shí)傳達(dá)黨和國(guó)家的政策精神,與人民群眾密切配合,將各項(xiàng)方針政策落到實(shí)處,帶領(lǐng)村民們積極搞建設(shè),致富創(chuàng)豐收;另一方面,要密切聯(lián)系群眾,做人民群眾的代言人,想人民之所想,急人民之所急,解人民之所需,及時(shí)向上級(jí)反映人民群眾最迫切的需要和現(xiàn)實(shí)訴求。本文以農(nóng)村基層干部政治素質(zhì)為研究對(duì)象,運(yùn)用思想政治教育學(xué)的相關(guān)理論,對(duì)其進(jìn)行了系統(tǒng)而全面的分析研究。本文分為三大部分:第一部分,主要介紹農(nóng)村基層干部政治素質(zhì)的相關(guān)概念,明確農(nóng)村基層干部政治素質(zhì)的內(nèi)涵及其組成部分,為后續(xù)的系統(tǒng)深入研究奠定理論基礎(chǔ),并結(jié)合實(shí)際闡述加強(qiáng)農(nóng)村基層干部政治素質(zhì)研究的必要性。第二部分,從農(nóng)村基層干部政治素質(zhì)的現(xiàn)狀入手,從正反兩個(gè)方面來看我國(guó)農(nóng)村基層干部政治素質(zhì):既有可喜的良性表現(xiàn),又存在政治立場(chǎng)需更堅(jiān)定、政治品德還需加強(qiáng)、政治水平有待提高、政策水平需要提升這些不能忽視的問題,并就問題進(jìn)行了深層次的原因分析。第三部分,根據(jù)農(nóng)村基層干部政治素質(zhì)存在的問題,有針對(duì)性地提出相應(yīng)的解決措施,以期從整體上提升農(nóng)村基層干部政治素質(zhì)。首先,農(nóng)村基層干部要堅(jiān)定政治立場(chǎng);其次,農(nóng)村基層干部要加強(qiáng)政治品德;再次,農(nóng)村基層干部要大力提高政治水平;最后,農(nóng)村基層干部要注重政策水平的提升。
[Abstract]:Our country has been committed to the construction of a new socialist countryside, the premise of construction is to solve the rural problems, and this must rely on the rural grassroots cadres to implement the party and national policies, and actively respond to various problems in rural construction. In the arduous task of doing a good job in the construction of the new countryside, the rural grassroots cadres shoulder great responsibilities. On the one hand, they should earnestly convey the party and state policy spirit to the broad masses of the people, cooperate closely with the masses of the people, and implement all the principles and policies. We should lead the villagers to actively carry out construction and create a bumper harvest. On the other hand, we must keep in close touch with the masses, be their spokesmen, think what the people think, be anxious about the people, and meet the needs of the people. Timely reflect to the higher level the people's most urgent needs and realistic demands. This paper takes the political quality of the rural grassroots cadres as the research object, and makes a systematic and comprehensive analysis of it by using the relevant theories of ideological and political education. This paper is divided into three parts: the first part mainly introduces the related concepts of the rural grassroots cadres' political quality, defines the connotation and components of the rural grass-roots cadres' political quality, and lays a theoretical foundation for the follow-up systematic and in-depth research. The necessity of strengthening the research on the political quality of rural grassroots cadres is also expounded. The second part, starting with the current situation of the political quality of the rural grassroots cadres, looks at the political quality of the rural grassroots cadres from the positive and negative aspects: there are gratifying positive manifestations, but also the political stand needs to be more firm, and the political morality needs to be strengthened. The political level needs to be improved, and the policy level needs to be improved. In the third part, according to the problems existing in the political quality of the rural grassroots cadres, the corresponding solutions are put forward in order to improve the political quality of the rural grassroots cadres as a whole. First, rural grassroots cadres should strengthen their political stand; secondly, rural grassroots cadres should strengthen their political character; thirdly, rural grassroots cadres should make great efforts to improve their political level; finally, rural grassroots cadres should pay attention to the promotion of policy level.
