【摘要】：權(quán)力運(yùn)行公開透明包含三層含義:結(jié)果公開、過程公開和邏輯公開。公開透明在不同權(quán)力的運(yùn)行中有著不同的要求:結(jié)構(gòu)性權(quán)力的公開透明運(yùn)行不僅應(yīng)實(shí)現(xiàn)結(jié)果和邏輯的公開,而且應(yīng)實(shí)現(xiàn)運(yùn)行過程的公開,并創(chuàng)造條件讓群眾或代表參與其中;職能性或功能性權(quán)力的公開透明運(yùn)行應(yīng)以結(jié)果公開和邏輯公開為主、以讓群眾參與其中為輔,并在重大社會問題上積極推動運(yùn)行過程的公開。無論何種形式的公開,群眾的積極回應(yīng)是權(quán)力公開透明運(yùn)行與防治腐敗形成良性循環(huán)的關(guān)鍵環(huán)節(jié)。
[Abstract]:Transparency in the operation of power consists of three meanings: publicity of results, openness of process and openness of logic. Openness and transparency have different requirements in the operation of different powers: the open and transparent operation of structural power should not only realize the openness of the results and logic, but also realize the openness of the operation process, and create the conditions for the masses or representatives to participate in it; The open and transparent operation of functional or functional power should be based on the openness of results and logic, and should be supplemented by the participation of the masses, and the publicity of the operation process should be actively promoted on the major social issues. No matter what form of openness, the positive response of the masses is the key link of the open and transparent operation of power and the prevention and control of corruption.
