【摘要】：在信息網(wǎng)絡(luò)時代,輿論駕馭能力越來越成為各級領(lǐng)導(dǎo)干部政治素養(yǎng)和能力體系的重要組成部分。這一問題的重要性在于:由市場經(jīng)濟引發(fā)的社會結(jié)構(gòu)變革和由傳播技術(shù)引發(fā)的輿論結(jié)構(gòu)變革的相互交織,共同培養(yǎng)和塑造了具有獨立思考精神和能力的新一代中國公民。必須承認,這一新的社會主體已經(jīng)成為社會輿論從"群眾輿論"演變?yōu)?公民輿論"最基本、最核心的社會要素,對在傳統(tǒng)政治話語中由領(lǐng)導(dǎo)與群眾構(gòu)建而成的領(lǐng)導(dǎo)素養(yǎng)提出了最現(xiàn)實的能力挑戰(zhàn)。因此,積極提升各級領(lǐng)導(dǎo)干部的輿論駕馭能力就成為必要而緊迫的長期工程。
[Abstract]:In the era of information network, the ability of controlling public opinion has become an important part of the political literacy and ability system of leading cadres at all levels. The importance of this problem lies in: the interweaving of the social structure change caused by the market economy and the public opinion structure change caused by the communication technology, together has cultivated and molded a new generation of Chinese citizens with independent thinking spirit and ability. It must be acknowledged that this new social subject has become the most basic and core social element of public opinion from "public opinion" to "public opinion". It puts forward the most realistic ability challenge to the leadership literacy constructed by the leaders and the masses in the traditional political discourse. Therefore, it is a necessary and urgent long-term project to actively promote the ability of controlling public opinion of leading cadres at all levels.
