【摘要】：大數(shù)據(jù)技術(shù)的快速發(fā)展,一方面正"裂變性"地改變著人們的信息獲取模式與認(rèn)知方式,另一方面也"持續(xù)性"地生產(chǎn)著"信息越公開(kāi)、社會(huì)越不信"的悖論問(wèn)題。信息裂變公開(kāi)與規(guī)則績(jī)效兌現(xiàn),是大數(shù)據(jù)時(shí)代建構(gòu)社會(huì)信任機(jī)制的充要條件。應(yīng)用此理論分析農(nóng)村黨組織的社會(huì)治理能力,既能發(fā)現(xiàn)其長(zhǎng)處,也能發(fā)現(xiàn)其不足。在大數(shù)據(jù)時(shí)代,農(nóng)村黨組織應(yīng)以建構(gòu)村民和干部之間的互信關(guān)系為基礎(chǔ),理清農(nóng)村利益增值與農(nóng)村利益分配、農(nóng)村經(jīng)濟(jì)發(fā)展與農(nóng)村環(huán)境保護(hù)、農(nóng)村黨組織建設(shè)與農(nóng)村事務(wù)村民共治之間的關(guān)系,并通過(guò)強(qiáng)化自身純潔性和先進(jìn)性建設(shè),整合信息公開(kāi)的"互聯(lián)網(wǎng)+"模式,"先近后遠(yuǎn)"兌現(xiàn)村民守規(guī)績(jī)效,引導(dǎo)村民參與村務(wù)合作共治,來(lái)實(shí)現(xiàn)農(nóng)村社會(huì)治理現(xiàn)代化。
[Abstract]:The rapid development of large data technology, on the one hand, is "fission" changing people's information acquisition mode and cognitive mode, on the other hand, it is "continuous" to produce the paradox of "the more public information, the more unbelieving the society". The information fission open and the cashing of the rules performance are the necessary and necessary conditions for the construction of the social trust mechanism in the big data age. Using this theory to analyze the social governance capacity of the rural party organization, it can not only find its strengths, but also find its shortcomings. In the era of big data, the rural Party organizations should base on the mutual trust relationship between the villagers and cadres, clarify the value increment of rural areas and the distribution of rural interests, the rural economic development and rural environmental protection, and the construction of the rural party organization. With the relationship between the villagers and the villagers in rural affairs, and through strengthening their own purity and advanced construction, integrating the "Internet +" model of information disclosure, "near the far back" to fulfill the villagers' compliance performance and guide the villagers to participate in the cooperation and co governance of village affairs to realize the modernization of the rural social governance.
