“草根干部”的成長(zhǎng)困境與激勵(lì)之方

【摘要】:正在如今公開(kāi)透明的公務(wù)員招錄背景下,一些家庭條件欠佳、成長(zhǎng)經(jīng)歷單一以及從政資源匱乏的大學(xué)畢業(yè)生有機(jī)會(huì)進(jìn)入政府部門工作,這一群體往往被社會(huì)大眾視為"草根公務(wù)員"。而后隨著工作經(jīng)歷日益豐富、工作經(jīng)驗(yàn)不斷積累,這一群體中的一些人又極有可能獲得提拔,進(jìn)而成長(zhǎng)為社會(huì)大眾眼中的"草根干部"。對(duì)"草根干部"既要以正向激勵(lì)鼓勵(lì)其保持行為優(yōu)勢(shì),又要用恰當(dāng)?shù)呢?fù)向激勵(lì)杜絕其心理劣勢(shì)的產(chǎn)生。一、"草根干部"現(xiàn)狀:基數(shù)大且
