【摘要】：全面從嚴治黨關(guān)鍵在于從嚴治吏,通過黨內(nèi)法規(guī)建立和實施官員個人有關(guān)事項報告制度,是從嚴治吏的集中體現(xiàn)。我國目前的官員個人有關(guān)事項報告制度以2010年施行的《關(guān)于領(lǐng)導(dǎo)干部報告?zhèn)�人有關(guān)事項規(guī)定》等為主要淵源。在全面從嚴治黨的新形勢下,完善官員個人事項報告制度的思路應(yīng)包括:在目標定位上,從加強對官員的管理監(jiān)督向預(yù)防腐敗轉(zhuǎn)變;在規(guī)制對象上,逐步擴大到掌握較大較重權(quán)力的下級公職人員;在對報告內(nèi)容的抽查核實上,逐步達到全覆蓋;在對報告信息的掌握上,確保報告信息動態(tài)化真實性基礎(chǔ)上的充分運用;在制度完善路徑上,適時從黨內(nèi)法規(guī)向國家法律轉(zhuǎn)化;在增強制度的威懾力上,從對報告信息抽查核實的關(guān)注逐漸轉(zhuǎn)向公示公開。
[Abstract]:The key to administering the Party comprehensively and strictly lies in the strict administration of the officials. The establishment and implementation of the reporting system of the officials' personal related matters through the laws and regulations of the Party is the concentrated embodiment of the strict administration of the officials. The main source of the current reporting system of officials' personal related matters in our country is "the provisions on reporting personal matters by leading cadres", which was implemented in 2010. Under the new situation of managing the party strictly, the ideas of perfecting the reporting system of personal affairs of officials should include: the change from strengthening the management and supervision of officials to the prevention of corruption; Gradually expand to lower level public officials who have more important power; in the random check and verify the content of the report, gradually reach full coverage; in the grasp of the report information, ensure the full use of the report information on the basis of dynamic authenticity; On the path of perfecting the system, it is timely transformed from inner-party laws and regulations to national laws, and in strengthening the deterrent power of the system, the focus on random check and verification of report information is gradually turned to publicity.
