【摘要】：正村干部游離于國(guó)家行政干部體制和行政編制之外,是生長(zhǎng)在農(nóng)村、工作在農(nóng)村、奉獻(xiàn)在農(nóng)村的邊緣化干部。長(zhǎng)期以來(lái),我國(guó)在推進(jìn)村民自治發(fā)展的進(jìn)程中村干部的利益問(wèn)題都沒(méi)有得到有效界定和保障。一方面,在經(jīng)濟(jì)發(fā)展相對(duì)落后地區(qū),村干部經(jīng)濟(jì)待遇總體偏低,崗位吸引力不強(qiáng),社會(huì)保障養(yǎng)老機(jī)制不完善。另一方面,在經(jīng)濟(jì)發(fā)達(dá)地區(qū),由于對(duì)村干部缺乏有效的監(jiān)督和約束,村干部濫用農(nóng)村公共權(quán)力現(xiàn)象已不是個(gè)案,成為影響農(nóng)村干群關(guān)系,直至削弱農(nóng)民政治認(rèn)同的主要原因之
[Abstract]:The village cadres are the marginalized cadres who grow up in the countryside, work in the countryside and devote themselves to the rural areas. For a long time, the interests of village cadres have not been effectively defined and guaranteed in the process of promoting the development of villager autonomy. On the one hand, in the relatively backward areas of economic development, the economic treatment of village cadres is on the low side, the attraction of posts is not strong, and the pension mechanism of social security is not perfect. On the other hand, in the economically developed areas, due to the lack of effective supervision and restriction on village cadres, the abuse of rural public power by village cadres is no longer a case, which has become the main reason for affecting the relationship between cadres and the masses in rural areas and even weakening the peasants' political identity.
