【摘要】：中國(guó)共產(chǎn)黨的輿論監(jiān)督觀,可追溯至延安時(shí)期毛澤東與黃炎培的"窯洞對(duì)"及鄧小平關(guān)于"共產(chǎn)黨要接受監(jiān)督"的論述。黨的十三大報(bào)告使用了輿論監(jiān)督這一概念,這在中國(guó)共產(chǎn)黨的歷史上是第一次。后歷次全國(guó)黨代會(huì)報(bào)告都有所論述并不斷發(fā)展。改革開(kāi)放以來(lái)中國(guó)共產(chǎn)黨的輿論監(jiān)督觀包含如下主要內(nèi)容:充分發(fā)揮輿論監(jiān)督包括互聯(lián)網(wǎng)監(jiān)督的作用;領(lǐng)導(dǎo)干部要?dú)g迎監(jiān)督批評(píng)、對(duì)網(wǎng)上善意的批評(píng)要"認(rèn)真研究和吸取";堅(jiān)持輿論監(jiān)督與正面宣傳的統(tǒng)一;進(jìn)行輿論監(jiān)督,出發(fā)點(diǎn)應(yīng)是積極的、建設(shè)性的;所報(bào)道的事實(shí)準(zhǔn)確、所作的分析客觀。
[Abstract]:The opinion of public opinion supervision of the Communist Party of China can be traced back to the "cave pair" of Mao Zedong and Huang Yanpei in Yan'an period and the exposition of Deng Xiaoping that "the Communist Party should accept supervision". For the first time in the history of the Communist Party of China, the concept of supervision by public opinion was used in the report of the Thirteenth National Congress of the Communist Party of China. After each national party Congress reports have been discussed and continued to develop. Since the reform and opening up, the CPC's opinion on public opinion supervision has included the following main contents: giving full play to the role of public opinion supervision, including Internet supervision; leading cadres should welcome supervision and criticism. We should "seriously study and absorb" the well-intentioned criticism on the Internet; adhere to the unity of public opinion supervision and positive propaganda; carry out public opinion supervision from a positive and constructive point of departure; and report the facts accurately and make an objective analysis.
