【摘要】：執(zhí)政黨的行政性功能和社會(huì)性功能既相互區(qū)別,又密切相關(guān)。中國共產(chǎn)黨依靠強(qiáng)大的社會(huì)性功能贏得了人民認(rèn)可,為執(zhí)掌國家政權(quán)及發(fā)揮行政性功能作用提供了合法性基礎(chǔ),并由此創(chuàng)設(shè)了獨(dú)特的政黨中心政治體制。加強(qiáng)黨的社會(huì)性功能建設(shè)是政黨中心政治體制得以持續(xù)存在、正常運(yùn)轉(zhuǎn)并充分展現(xiàn)獨(dú)特優(yōu)勢的支點(diǎn)所在。當(dāng)前,黨存在著行政性功能強(qiáng),社會(huì)性功能弱的情況,具體表現(xiàn)為黨對(duì)社會(huì)組織的組織覆蓋不夠,地方黨組織資源下沉不夠、職能內(nèi)容偏向,基層黨組織意識(shí)不強(qiáng)、方法不當(dāng)、能力偏弱等問題。社會(huì)轉(zhuǎn)型背景下,處理好兩種功能的辯證關(guān)系,克服簡單偏向行政性功能的傾向,優(yōu)化黨和社會(huì)的實(shí)踐關(guān)系結(jié)構(gòu),培育黨與社會(huì)政治交往的實(shí)踐觀念,構(gòu)筑黨和不同類型社會(huì)組織聯(lián)系機(jī)制,形成運(yùn)行順暢的黨-社雙向交往機(jī)制是當(dāng)前加強(qiáng)黨的社會(huì)性功能的基礎(chǔ)性工作。
[Abstract]:The administrative function and social function of the ruling party are not only different from each other, but also closely related to each other. The Communist Party of China has won the recognition of the people by powerful social functions, provided the legal basis for the administration of the state power and exerting administrative function, and thus created a unique political system of the central political party. It strengthens the social function of the party. Construction is the fulcrum of the political party's central political system being able to continue to exist, operate normally and fully display its unique advantages. At present, the party has a strong administrative function and a weak social function. It shows that the party is not enough to cover the organization of the social organization, the resources of the local Party organizations are not enough, the function content is biased, and the grass-roots party organization is intended. In the background of social transformation, the dialectical relationship between the two functions should be handled well, the tendency to overcome the simple deviation from the administrative function, the practice relationship structure of the party and the society, the practice concept of the party and the social and political communication, the linkage mechanism of the party and the different types of social organizations, and the formation of the operation Shun, are taken into account. A smooth two-way communication mechanism between Party and society is the basic work to strengthen the social function of the party.
