【摘要】：轉(zhuǎn)型時(shí)期城市社區(qū)公共服務(wù)的提供方式不僅是城市治理者面臨的關(guān)鍵議題,也是社會(huì)治理領(lǐng)域研究的前沿課題。現(xiàn)有的兩類供給方式,即政府供給(直接提供和政府購(gòu)買)與社會(huì)力量自我服務(wù),存在兩方面問(wèn)題,影響了社區(qū)公共服務(wù)的供給水平和質(zhì)量,造成所謂內(nèi)卷化難題,亟待創(chuàng)新。在對(duì)上海市C街道區(qū)域化大黨建工作進(jìn)行系統(tǒng)考察后,研究表明,行政力量可以通過(guò)構(gòu)建黨建共同體機(jī)制、精英交流機(jī)制以及互利共贏機(jī)制來(lái)充分整合社會(huì)資源,激發(fā)社會(huì)力量參與社區(qū)公共服務(wù)的項(xiàng)目化供給,在一定程度上彌補(bǔ)兩類傳統(tǒng)方式的不足。研究進(jìn)一步表明,重新定位基層黨組織和政府角色,理順政黨、政府與社會(huì)的關(guān)系,實(shí)現(xiàn)基層黨組織、政府與社會(huì)的高度互動(dòng)是解決當(dāng)前行政機(jī)制治理困境的方向之一。
[Abstract]:In the transitional period, the mode of providing public services in urban communities is not only a key issue faced by urban governance, but also a frontier topic in the field of social governance. There are two kinds of supply modes, that is, government supply (direct supply and government purchase) and social force self-service, which affect the supply level and quality of the community public service, cause the so-called inner-curl problem, and need to be innovated urgently. After a systematic investigation of the regionalization of the big party building in Shanghai's C streets, the study shows that the administrative forces can fully integrate social resources through the construction of the party building community mechanism, the elite exchange mechanism and the mutual benefit and win-win mechanism. To stimulate social forces to participate in the supply of community public services, to a certain extent, to make up for the shortcomings of the two traditional ways. The study further shows that reorienting the role of grass-roots party organization and government, straightening out the relationship between political party, government and society, realizing the high interaction between grass-roots party organization and government and society is one of the directions to solve the current predicament of administrative mechanism governance.
