【摘要】：腐敗防治事關(guān)國(guó)家存亡。在我國(guó)"小官巨貪"現(xiàn)象嚴(yán)重的背景下,從法倫理學(xué)的角度探討基層腐敗防治問題,不僅具有法律上的意義,更具有倫理上的價(jià)值。本文從法倫理學(xué)的角度分析了基層公務(wù)人員腐敗現(xiàn)狀和腐敗原因,研究并參考了國(guó)外基層反腐成功經(jīng)驗(yàn)。對(duì)"家庭財(cái)產(chǎn)申報(bào)""特別風(fēng)險(xiǎn)崗位評(píng)估"以及"獨(dú)立監(jiān)督機(jī)構(gòu)"等制度的構(gòu)建或完善,進(jìn)一步使我國(guó)反腐敗立法更加完善,科學(xué)構(gòu)建我國(guó)"不敢腐、不能腐、不想腐"的反腐機(jī)制和廉明公正的道德風(fēng)尚。
[Abstract]:The prevention and cure of corruption is related to the survival of the country. Against the background of the serious phenomenon of "small official corruption" in our country, it is not only of legal significance but also of ethical value to discuss the prevention and control of corruption at the grass-roots level from the angle of legal ethics. From the angle of legal ethics, this paper analyzes the present situation and causes of corruption of public servants at the grass-roots level, and studies and refers to the successful experience of corruption at the grass-roots level in foreign countries. The construction or perfection of the "Family property Declaration", "Special risk Post Evaluation" and "Independent Supervision Organization" will further improve the anti-corruption legislation of our country, and scientifically construct our country "do not dare to rot, can not rot," Do not want to corrupt "anti-corruption mechanism and integrity and justice of the moral atmosphere."
