【摘要】：依規(guī)治黨是落實(shí)從嚴(yán)治黨的關(guān)鍵一環(huán),是我們黨自身建設(shè)和執(zhí)政方式的一個(gè)革命性變革,是新時(shí)期我黨增強(qiáng)執(zhí)政合法性、提升執(zhí)政能力的戰(zhàn)略抉擇。要推動(dòng)依規(guī)治黨事業(yè)健康發(fā)展,從觀念上講,我們應(yīng)樹(shù)立治黨方式根本變革、接受規(guī)則之治、國(guó)法黨規(guī)政規(guī)多元、善治價(jià)值優(yōu)先的新觀念;從制度方法上講,我們要妥善用好管黨治黨的"法律方法"和"黨內(nèi)規(guī)則方法"。做好頂層設(shè)計(jì),觀念與制度方法齊下,用依規(guī)治黨落實(shí)全面從嚴(yán)治黨。
[Abstract]:Governing the Party according to rules is a key link in implementing strict administration of the Party, a revolutionary change in our Party's own construction and ruling mode, and a strategic choice for our Party to strengthen its ruling legitimacy and enhance its ruling ability in the new period. In order to promote the healthy development of the cause of administering the party in accordance with rules, we should, in terms of concept, establish a new concept of fundamental change in the way of administering the party, accepting the rule of law, pluralistic rules and regulations of the state and law party, and giving priority to the value of good governance; and in terms of institutional methods, We must properly use the "legal method" and the "inner-party rule method" of managing the Party. Do a good top-level design, concept and system under the same approach, according to the rules of the party to implement a comprehensive strict administration of the party.
