【摘要】：改革開放以來,我國農(nóng)村發(fā)生了翻天覆地的變化,人民群眾生活水平普遍提高,“精準(zhǔn)扶貧”工程將使中國農(nóng)村全面脫貧致富,全面建成小康社會目標(biāo)的實現(xiàn)也指日可待。然而,農(nóng)村基層存在著諸多問題,影響著中國農(nóng)村現(xiàn)代化進程。因反腐倡廉機制建設(shè)不足而導(dǎo)致腐敗的嚴(yán)重存在,干擾著黨和國家對農(nóng)村政策的貫徹和執(zhí)行,影響著農(nóng)村的團結(jié)和穩(wěn)定。因此,構(gòu)建農(nóng)村基層反腐倡廉的有效機制模式,加強法律的制約作用,成為農(nóng)村遏制腐敗的重中之重。本文是在認(rèn)真學(xué)習(xí)馬克思主義理論和黨的路線方針政策、特別是習(xí)近平治國理政新理念新思想新戰(zhàn)略的基礎(chǔ)上,通過對農(nóng)村認(rèn)真調(diào)查研究,分析調(diào)研數(shù)據(jù),分三個部分論述農(nóng)村基層反腐倡廉機制建設(shè)。第一部分主要闡述農(nóng)村基層反腐倡廉機制建設(shè)的現(xiàn)狀。第二部分結(jié)合黨和國家有關(guān)農(nóng)村政策、法律、法規(guī)深入分析了存在問題的原因。第三部分以前兩個部分的研究成果為基礎(chǔ),提出了解決農(nóng)村基層反腐倡廉機制建設(shè)問題的對策。
[Abstract]:Since the reform and opening up, the rural areas of our country have undergone earth-shaking changes, the standard of living of the people has been generally improved, and the project of "precision poverty alleviation" will help the Chinese rural areas to get rid of poverty and become rich in an all-round way, and the realization of the goal of building a well-off society in an all-round way is imminent. However, there are many problems at the basic level in rural areas, which affect the process of rural modernization in China. The serious existence of corruption caused by the insufficient construction of anti-corruption mechanism interferes with the implementation of the rural policy of the Party and the country and affects the unity and stability of the rural areas. Therefore, constructing the effective mechanism model of fighting corruption and advocating honesty at the rural grass-roots level, strengthening the restriction function of the law, becomes the most important thing to curb the corruption in the countryside. On the basis of studying the Marxist theory and the Party's line, principles and policies, especially the new ideas and new strategies of Xi Jinping, this paper analyzes the survey data through the careful investigation and study of the rural areas. It is divided into three parts to discuss the construction of anti-corruption and clean-government mechanism at the basic level in rural areas. The first part mainly elaborates the present situation of the anti-corruption mechanism construction at the rural grass-roots level. The second part analyzes the causes of the problems in combination with the rural policies, laws and regulations of the Party and the state. In the third part, based on the research results of the previous two parts, the author puts forward the countermeasures to solve the problem of the mechanism construction of fighting corruption and advocating clean government at the rural grass-roots level.
