【摘要】：如何加強(qiáng)黨的自身建設(shè),是中國(guó)共產(chǎn)黨始終面臨的一項(xiàng)重大課題。中國(guó)共產(chǎn)黨一向重視加強(qiáng)自身建設(shè),不斷推進(jìn)黨要管黨、從嚴(yán)治黨的理論創(chuàng)新和實(shí)踐發(fā)展,凈化黨內(nèi)政治生態(tài),適應(yīng)社會(huì)發(fā)展的新需要。在新形勢(shì)下,習(xí)近平總書記立足“四個(gè)全面”戰(zhàn)略布局,意識(shí)到黨內(nèi)問題的嚴(yán)重性,從現(xiàn)實(shí)情況出發(fā),首次提出“全面從嚴(yán)治黨”的重要思想,為新時(shí)期加強(qiáng)黨的建設(shè)明確目標(biāo),積極主動(dòng)推進(jìn)全面從嚴(yán)治黨戰(zhàn)略,為全面建成小康社會(huì)、全面深化改革、全面推進(jìn)依法治國(guó)提供堅(jiān)強(qiáng)政治保障。本文分析了全面從嚴(yán)治黨思想的基本內(nèi)涵、主要特點(diǎn)以及全面從嚴(yán)治黨思想的理論淵源,闡釋了新形勢(shì)下全面從嚴(yán)治黨思想提出的現(xiàn)實(shí)依據(jù),包括“全面從嚴(yán)治黨”思想的提出和新形勢(shì)下全面從嚴(yán)治黨面臨的難題。在此基礎(chǔ)上,緊密結(jié)合新形勢(shì)下的時(shí)代背景,闡釋了全面從嚴(yán)治黨思想的理論內(nèi)涵。一是政黨文化理論,這是全面從嚴(yán)治黨思想靈魂,具體包括建立學(xué)習(xí)型政黨,即政黨文化的培植,重點(diǎn)解決“四風(fēng)”,即解決政黨文化培植的主要障礙,密切黨群關(guān)系,即政黨文化的紐帶。二是黨性修養(yǎng)理論,這是全面從嚴(yán)治黨思想的主體要求,具體包括樹立崇高理想信念,加強(qiáng)個(gè)人道德修養(yǎng),切實(shí)改進(jìn)工作作風(fēng)。三是黨的法治理論,這是全面從嚴(yán)治黨思想提出的制度保障,具體包括從戰(zhàn)略高度重視黨的法治建設(shè),堅(jiān)持在黨的制度面前人人平等,堅(jiān)持依規(guī)治黨。四是黨內(nèi)政治生態(tài)理論,這是全面從嚴(yán)治黨思想反映的環(huán)境條件,具體包括進(jìn)一步明確好干部標(biāo)準(zhǔn),建設(shè)高素質(zhì)的黨員隊(duì)伍,以零容忍態(tài)度懲治腐敗。堅(jiān)持以問題為導(dǎo)向,探索了新形勢(shì)下全面從嚴(yán)治黨思想的實(shí)踐邏輯。包括落實(shí)主體責(zé)任是全面從嚴(yán)治黨的核心,抓住“關(guān)鍵少數(shù)”是全面從嚴(yán)治黨的關(guān)鍵,堅(jiān)持依規(guī)治黨是全面從嚴(yán)治黨的根本途徑,發(fā)揚(yáng)黨內(nèi)民主是全面從嚴(yán)治黨的動(dòng)力,加強(qiáng)黨內(nèi)監(jiān)督是全面從嚴(yán)治黨的利器。
[Abstract]:How to strengthen the Party's self-construction is an important subject that the CPC is always facing. The Communist Party of China has always attached great importance to strengthening its own construction, constantly pushing forward the Party's management of the Party, strictly governing the Party's theoretical innovation and practical development, purifying the party's political ecology, and adapting to the new needs of social development. In the new situation, General Secretary Xi Jinping based on the "four comprehensive" strategic layout, aware of the seriousness of the inner-party problem, from the reality, for the first time put forward the important idea of "comprehensive strict administration of the party". In order to strengthen the Party's construction in the new period, we should take the initiative to push forward the strategy of ruling the Party in an all-round and strict way, and provide a strong political guarantee for building a well-off society, deepening the reform in an all-round way, and comprehensively promoting the rule of law. This paper analyzes the basic connotation, main characteristics and theoretical origin of the thought of comprehensive and strict administration of the Party, and explains the realistic basis of the thought of managing the party comprehensively and strictly under the new situation. It includes putting forward the idea of "running the Party comprehensively and strictly" and the difficult problems faced by the Party under the new situation. On this basis, closely combined with the background of the times under the new situation, it explains the theoretical connotation of the comprehensive and strict administration of the Party. The first is the theory of party culture, which is the soul of managing the party's ideology in an all-round and strict manner. Specifically, it includes the establishment of a learning-type political party, that is, the cultivation of party culture, with emphasis on solving the "four winds", that is, solving the main obstacles to the cultivation of party culture and strengthening the relationship between the party and the masses. That is the tie of party culture. The second is the theory of party spirit cultivation, which is the main requirement of comprehensive and strict administration of the party, which includes setting up lofty ideals and beliefs, strengthening personal moral cultivation, and improving the work style. The third is the theory of the Party's rule of law, which is the institutional guarantee put forward by the thought of ruling the Party in an all-round and strict manner, including paying attention to the construction of the Party's rule of law from a strategic perspective, insisting on equality in front of the party's system, and adhering to governing the party according to rules. The fourth is the theory of inner-party political ecology, which is the environmental condition reflected in the thought of managing the party comprehensively and strictly, including further clarifying the standards of cadres, building a contingent of high-quality Party members, and punishing corruption with zero tolerance. Adhere to the problem-oriented approach and explore the practical logic of managing the Party comprehensively and strictly under the new situation. Including the implementation of the main body responsibility is the core of the overall and strict administration of the party, grasping the "key minority" is the key to the comprehensive and strict administration of the party, insisting on governing the party in accordance with the rules is the fundamental way to run the party in an all-round and strict manner, and promoting inner-party democracy is the motive force for the comprehensive and strict administration of the party. Strengthening inner-party supervision is a sharp weapon in managing the Party in an all-round and strict manner.
