【摘要】：黨在集體決策及實(shí)施決策過程中需要實(shí)行必要的集中。但在目前一些領(lǐng)導(dǎo)班子內(nèi),集中的情況還不太理想,形成決策困難或決策質(zhì)量不佳,執(zhí)行決策時(shí)集中度不夠、貫徹不力等,導(dǎo)致這種現(xiàn)象既有班子主要領(lǐng)導(dǎo)及班子成員缺乏集中的理論與實(shí)踐素養(yǎng)等主觀原因,也有上級調(diào)整領(lǐng)導(dǎo)班子不當(dāng)、現(xiàn)行干部體制存在缺陷等客觀原因,應(yīng)有針對性地解決集中不理想的問題。
[Abstract]:The Party needs to implement the necessary centralization in the collective decision-making and the implementation of the decision-making process. However, in some leading bodies at present, the situation of centralization is not very satisfactory, the decision-making is difficult or the quality of decision-making is poor, the concentration of decision-making is not enough and the implementation is weak, etc. This phenomenon is caused not only by subjective reasons such as the lack of centralized theoretical and practical literacy of the main leaders and members of the leading bodies, but also by the improper adjustment of the leading groups by their superiors, the defects of the current cadre system, and other objective reasons. There should be a targeted solution to the problem of unsatisfactory concentration.
