【摘要】：十八屆六中全會(huì)專題研究全面從嚴(yán)治黨,提出了一系列新要求和新舉措,為在新形勢(shì)下高等學(xué)校堅(jiān)持從嚴(yán)治黨明確了方向。高等學(xué)校黨委落實(shí)"四個(gè)全面"戰(zhàn)略布局,首先要將重心放在從嚴(yán)治黨上,這是推進(jìn)"四個(gè)全面"戰(zhàn)略布局的根本政治保證。高等學(xué)校黨委作為引領(lǐng)高等教育發(fā)展的領(lǐng)導(dǎo)核心和政治核心,落實(shí)主體責(zé)任是對(duì)其基本職責(zé)的回歸和規(guī)范,要立足全面從嚴(yán)治黨視域,深入理解黨委主體責(zé)任的概念、結(jié)構(gòu),把握新形勢(shì)下高等學(xué)校黨委履行全面從嚴(yán)治黨主體責(zé)任的新要求,深刻認(rèn)識(shí)當(dāng)前形勢(shì)下推進(jìn)全面從嚴(yán)治黨的重要意義,在此基礎(chǔ)上,采取切實(shí)有效的措施貫徹全面從嚴(yán)治黨要求,才能更好地推動(dòng)從嚴(yán)治黨各項(xiàng)任務(wù)落地生根,將高等學(xué)校改革工作切實(shí)貫徹到位,在改革過程中凸顯黨的領(lǐng)導(dǎo)能力。
[Abstract]:The special topic study of the sixth Plenary session of the 18th CPC Central Committee has put forward a series of new requirements and measures, which has made clear the direction for colleges and universities to adhere to strict administration of the Party under the new situation. In carrying out the "four comprehensive" strategic layout, the party committee of colleges and universities should first focus on the strict administration of the party, which is the fundamental political guarantee for promoting the "four comprehensive" strategic layout. As the leading core and political core of leading the development of higher education, the Party committee of higher education should return to and standardize its basic duties in carrying out the principal responsibility. It is necessary to base itself on the comprehensive and strict administration of the party, and to understand in depth the concept and structure of the principal responsibility of the party committee. To grasp the new requirements of the party committees of institutions of higher learning to fulfill the responsibility of administering the party in a comprehensive and strict manner under the new situation, and to profoundly understand the importance of promoting comprehensive and strict party administration under the current situation, and on this basis, Only by taking practical and effective measures to implement the requirements of managing the Party in an all-round and strict manner can we better promote the establishment of roots in all tasks of strict administration of the Party, effectively implement the work of reform in institutions of higher learning, and highlight the Party's leadership ability in the course of reform.
