【摘要】：論文核心內(nèi)容以黨員政治義務(wù)為總的問題域，在政治學(xué)層面上探討當(dāng)前黨員政治義務(wù)踐行困境及其超越問題。黨員政治義務(wù)是指黨員基于自主的互動關(guān)系而對所屬的政黨共同體負(fù)有的遵守規(guī)范和參與政黨事務(wù)的一種道德和法律要求，具有應(yīng)然性、平等性、定向性等特征。中國共產(chǎn)黨是擁有八千多萬黨員的執(zhí)政黨，而且我國正處于經(jīng)濟(jì)與政治的轉(zhuǎn)型與迅速發(fā)展時期，各種利益群體不斷涌現(xiàn)、分化與組合，使黨內(nèi)階層分化等現(xiàn)象日益嚴(yán)重，并導(dǎo)致黨員對政治義務(wù)的踐行面臨一系列問題和挑戰(zhàn)。當(dāng)前，部分黨員政治義務(wù)的自覺意識薄弱，踐行政治義務(wù)的學(xué)習(xí)能力、協(xié)同能力、創(chuàng)新能力等能力欠缺，而且黨員政治義務(wù)踐行的程序性和保障性規(guī)定缺失。這些問題若不能得到有效解決，必將阻礙我黨民主進(jìn)程的發(fā)展，，對國家的政治建設(shè)也會產(chǎn)生負(fù)面影響。針對我國黨員政治義務(wù)踐行的具體困境，從加強政治倫理建設(shè)、建構(gòu)民主路徑、完善監(jiān)督制度等方面探索黨員政治義務(wù)踐行科學(xué)路徑。黨員對政治義務(wù)的踐行，是衡量中國共產(chǎn)黨是否代表最廣大的人民根本利益的重要尺度。黨員政治義務(wù)踐行研究具有推進(jìn)黨風(fēng)建設(shè)、有利于實現(xiàn)黨的公平正義的執(zhí)政理念以及推進(jìn)黨內(nèi)民主制度化建設(shè)等重要政治意義。
[Abstract]:The core content of this paper is the political obligation of the Party members as the general problem area, and discusses the dilemma and transcendence of the party members' political obligation practice in the political science level. The party member's political obligation is a kind of moral and legal requirement for party members to abide by norms and participate in political party affairs on the basis of independent interaction. It has the characteristics of necessity equality orientation and so on. The Communist Party of China is a ruling party with more than 80 million members, and our country is in a period of economic and political transformation and rapid development. Various interest groups are constantly emerging, dividing and combining, making the phenomenon of class division within the party increasingly serious. And lead to party members to meet a series of political obligations and challenges. At present, the conscious consciousness of political obligation of some Party members is weak, the learning ability, coordination ability and innovation ability of carrying out political obligation are deficient, and the procedural and indemnificatory stipulation of party member's political obligation practice is lacking. If these problems can not be solved effectively, they will hinder the development of our Party's democratic process and have a negative impact on the political construction of our country. In view of the concrete predicament of party members' political obligation in our country, this paper explores the scientific path of party members' political obligation from the aspects of strengthening the construction of political ethics, constructing the democratic path and perfecting the supervision system. Party members' practice of political obligations is an important measure to judge whether the CPC represents the fundamental interests of the overwhelming majority of the people. The study of party members' political obligation practice has important political significance, such as promoting the construction of party style, realizing the ruling concept of fairness and justice of the party and promoting the construction of democracy and institutionalization within the party.
