【摘要】：革命戰(zhàn)爭期間,兵員逃跑現(xiàn)象難以避免,士兵歸隊工作遂成為人民軍隊建設(shè)的一項常規(guī)工作。蘇區(qū)時期,中共士兵歸隊工作起步。抗日戰(zhàn)爭時期,歸隊政策與原則理念日趨成熟。到解放戰(zhàn)爭時期,山東解放區(qū)的參軍動員堪稱典范,但歸隊任務(wù)也極其艱巨。面對歸隊對象的公開對抗與規(guī)避,以及種種困境,山東解放區(qū)通過對基層干部思想認(rèn)識及工作作風(fēng)的改造、擁軍優(yōu)屬政策執(zhí)行偏差的糾正、群眾動員與作用的發(fā)揮、部隊后續(xù)教育管理的重視等工作,開展了較有成效的士兵歸隊運動。這一實踐也充分演繹和詮釋了中共的革命性、主動性與創(chuàng)造性。
[Abstract]:During the revolutionary war, the escape phenomenon of the soldiers was difficult to avoid. The return of soldiers became a regular work for the construction of the people's army. In the period of the Soviet Area, the Communist Party soldiers returned to work. In the period of the war of resistance against Japan, the policies and principles of the return of the troops were maturing. In the period of the war of liberation, the mobilization of the army in Jiefang District, Shandong was a model, but returned to the army. In the face of the open confrontation and evasion of the object of the return and various difficulties, Jiefang District, Shandong, has carried out the more effective soldiers through the reform of the ideological understanding and work style of the cadres at the grass-roots level, the correction of the deviation of the policy implementation, the mobilization and function of the masses, the attention of the follow-up education management of the army and so on. This practice also fully deducts and interprets the revolutionary, initiative and creativity of the Communist Party of China.
