【摘要】：愛黨憂黨興黨護(hù)黨必須全面從嚴(yán)治黨!當(dāng)前,我國正處于全面建成小康社會(huì)的關(guān)鍵階段,中國特色社會(huì)主義建設(shè)事業(yè)偉大而艱巨。農(nóng)村基層黨組織處于農(nóng)村工作的最前沿,肩負(fù)著帶領(lǐng)廣大農(nóng)民群眾實(shí)現(xiàn)全面建成小康社會(huì)的偉大使命,是落實(shí)黨在農(nóng)村工作任務(wù)的戰(zhàn)斗堡壘。農(nóng)村基層黨員干部是建設(shè)社會(huì)主義新農(nóng)村的領(lǐng)路人,是貫徹執(zhí)行黨在農(nóng)村各項(xiàng)路線方針政策的基本力量。他們工作的好壞,直接影響黨在農(nóng)村各項(xiàng)路線方針政策的落實(shí)。當(dāng)前情況來看,農(nóng)村基層黨組織建設(shè)有條不紊地推進(jìn),為新農(nóng)村建設(shè)提供了制度保障、組織保障;農(nóng)村基層黨員干部總體情況良好,他們?cè)跒樯鐣?huì)主義新農(nóng)村建設(shè)兢兢業(yè)業(yè)地工作,取得了一系列重大的工作成果,但是也出現(xiàn)了一些腐敗問題,個(gè)別地方甚至非常嚴(yán)重�！靶】挡恍】店P(guān)鍵看老鄉(xiāng)”,風(fēng)清氣正是全面建成小康社會(huì)的必要條件,農(nóng)村基層腐敗不僅嚴(yán)重侵蝕農(nóng)村經(jīng)濟(jì)發(fā)展和改革成果,阻礙農(nóng)村基層民主政治建設(shè)的步伐,甚至影響國家與社會(huì)的和諧穩(wěn)定。所以加強(qiáng)對(duì)農(nóng)村基層黨組織腐敗問題的治理是非常必要的。對(duì)當(dāng)前我國農(nóng)村基層黨組織腐敗問題及治理路徑的研究,即有利于黨建理論的豐富,也有利于農(nóng)村經(jīng)濟(jì)社會(huì)健康發(fā)展。本文主體分為四部分:第一部分:論述我國當(dāng)前農(nóng)村基層黨組織腐敗問題的現(xiàn)狀。介紹了當(dāng)前我國農(nóng)村基層黨組織腐敗問題治理取得的成就,分析了農(nóng)村基層黨組織腐敗問題的主要表現(xiàn)及主要特征。第二部分:闡述當(dāng)前我國農(nóng)村基層黨組織腐敗問題造成的危害,包括侵犯農(nóng)民群眾合法權(quán)益、破壞黨的執(zhí)政基礎(chǔ)、阻礙農(nóng)村經(jīng)濟(jì)社會(huì)發(fā)展、敗壞社會(huì)風(fēng)氣等。第三部分:由于我國部分農(nóng)村基層黨員干部自身因素,再加上現(xiàn)行管理制度的不完善之處等原因,造成了當(dāng)前我國農(nóng)村基層腐敗問題滋生蔓延。第四部分:農(nóng)村基層黨組織腐敗問題治理對(duì)我國全面建成小康社會(huì)具有重大意義,在對(duì)已有的研究成果和我國農(nóng)村基層黨組織腐敗問題原因分析的基礎(chǔ)之上,從區(qū)縣、鄉(xiāng)鎮(zhèn)、村級(jí)層面及整個(gè)社會(huì)入手,得出當(dāng)前我國農(nóng)村基層黨組織推進(jìn)腐敗問題治理的具體路徑,發(fā)揮農(nóng)村基層黨組織戰(zhàn)斗堡壘作用,提升我國農(nóng)村基層社會(huì)現(xiàn)代化治理能力。
[Abstract]:Loving the Party, worrying about the Party, developing the Party and defending the Party must comprehensively and strictly govern the Party! At present, our country is in the key stage of building a well-off society in an all-round way, and the construction of socialism with Chinese characteristics is great and arduous. Rural grassroots Party organizations are in the forefront of rural work, shouldering the great mission of leading the broad masses of peasants to build a well-off society in an all-round way, and being a fighting fortress in carrying out the task of the Party's work in rural areas. The rural grassroots Party members and cadres are the leaders of the construction of the new socialist countryside and the basic force of carrying out the Party's various lines, principles and policies in the countryside. The quality of their work directly affects the implementation of the Party's various lines, principles and policies in rural areas. According to the current situation, the construction of party organizations at the rural grass-roots level has been advanced methodically, which has provided institutional and organizational guarantees for the construction of the new countryside; the general situation of party members and cadres at the grass-roots level in rural areas is in good condition. They have made a series of important achievements in the construction of the new socialist countryside, but there are also some corruption problems, which are even very serious in some places. "the key to a well-off society is to see fellow townsfolk". Wind and clear air is the necessary condition for building a well-off society in an all-round way. Corruption at the rural grass-roots level not only seriously erodes the achievements of rural economic development and reform, but also hinders the pace of democratic political construction at the grass-roots level in rural areas. Even affect the harmony and stability of the country and society. Therefore, it is very necessary to strengthen the management of the corruption problem of the rural grass-roots party organizations. The study on the corruption of rural grass-roots party organizations and the ways of governance is beneficial to the enrichment of the theory of party building and to the healthy development of rural economy and society. The main body of this paper is divided into four parts: the first part discusses the current situation of the corruption of the rural grassroots party organizations. This paper introduces the achievements of the governance of the corruption problem of the rural grass-roots party organizations in China, and analyzes the main manifestations and main characteristics of the corruption problems in the rural grass-roots Party organizations. The second part: expound the harm caused by the corruption of the rural grass-roots party organization, including infringing on the legitimate rights and interests of the peasants, destroying the ruling foundation of the party, hindering the development of the rural economy and society, damaging the social atmosphere and so on. The third part: due to some of the rural grassroots Party members and cadres own factors, coupled with the existing management system is not perfect and other reasons, resulting in the current rural grassroots corruption problem breeding and spreading. The fourth part: the governance of the corruption of rural grass-roots party organizations is of great significance for our country to build a well-off society in an all-round way. Based on the analysis of the existing research results and the causes of corruption in rural grass-roots party organizations, the paper analyzes the causes of corruption in rural grassroots Party organizations from the perspective of districts, counties, towns and townships. Starting with the village level and the whole society, this paper draws the concrete path for the rural grass-roots party organizations to promote the governance of corruption, to give play to the role of the rural grass-roots party organizations as a fighting bastion, and to enhance the ability of our country's rural grass-roots social modernization governance.
