【摘要】：黨的基層組織是中國共產(chǎn)黨按照民主集中制原則構(gòu)建的一個(gè)嚴(yán)密而完整的組織體系的重要基礎(chǔ),是中央、地方組織在社會(huì)基層的一支重要的主力軍。黨的十八大報(bào)告不僅提出了要“建設(shè)學(xué)習(xí)型、服務(wù)型、創(chuàng)新型的馬克思主義執(zhí)政黨”,而且也提出了“要充分發(fā)揮基層黨組織推動(dòng)發(fā)展、服務(wù)群眾、凝聚人心、促進(jìn)和諧的作用�！鞭r(nóng)村基層黨組織是黨在農(nóng)村工作的戰(zhàn)斗堡壘,擔(dān)負(fù)著貫徹和落實(shí)黨的路線、方針、政策的職責(zé),維系著農(nóng)業(yè)發(fā)展、農(nóng)民增收、農(nóng)村和諧穩(wěn)定等一系列重大問題�？梢哉f,農(nóng)村基層黨組織能否能實(shí)現(xiàn)向服務(wù)型的轉(zhuǎn)變,直接關(guān)系著整個(gè)中國共產(chǎn)黨服務(wù)型政黨的建設(shè)。然而,隨著國內(nèi)外形勢的深刻變化以及農(nóng)村社會(huì)的轉(zhuǎn)型,農(nóng)村基層黨組織應(yīng)有的服務(wù)功能出現(xiàn)了不少問題,嚴(yán)重影響了自身的光榮使命和責(zé)任擔(dān)當(dāng)�？梢�,只有正視農(nóng)村基層黨組織服務(wù)弱化的現(xiàn)實(shí),探究問題背后的問題,才能有針對性地化解問題,補(bǔ)齊短板。渭南市農(nóng)村基層黨組織雖然在社會(huì)主義新農(nóng)村建設(shè)中發(fā)揮了重要作用,但在服務(wù)型黨組織建設(shè)中仍然暴露出許多不足,這些缺陷也“折射”了整個(gè)中國農(nóng)村基層服務(wù)型黨組織建設(shè)過程中的許多共性問題�；诖�,有必要以“當(dāng)前渭南農(nóng)村基層服務(wù)型黨組織建設(shè)”為研究主題,以馬克思主義黨建理論為指導(dǎo),針對渭南市各個(gè)區(qū)縣的農(nóng)村基層服務(wù)型黨組織建設(shè)存在的問題,以探索化解渭南乃至其他農(nóng)村基層黨組織問題的共享“處方”。全文由引言和正文兩大部分構(gòu)成,其中正文共四部分內(nèi)容:第一部分是概念界定與理論基礎(chǔ)。該部分主要界定“政黨”、“服務(wù)型政黨”、“基層黨組織”、“服務(wù)型黨組織”等核心概念,澄清關(guān)鍵詞的內(nèi)涵及外延,并將馬克思主義經(jīng)典作家和中國化馬克思主義的相關(guān)理論作為研究基礎(chǔ)。第二部分是介紹渭南農(nóng)村基層黨組織概況及存在的問題。該部分主要以調(diào)查問卷的形式,對渭南市各個(gè)區(qū)縣的農(nóng)村基層黨組織建設(shè)概況進(jìn)行深入調(diào)查,摸清渭南農(nóng)村基層黨組織在“領(lǐng)導(dǎo)作用”“服務(wù)基層”等方面的具體情況,從中得出了農(nóng)村基層黨組織在服務(wù)發(fā)展、服務(wù)社會(huì)、服務(wù)群眾、服務(wù)黨員四方面仍然存在著服務(wù)性欠缺的問題。第三部分是對渭南農(nóng)村基層服務(wù)型黨組織建設(shè)問題的原因分析。該部分透過現(xiàn)存問題,探究出了黨員干部隊(duì)伍服務(wù)意識(shí)不強(qiáng)、基層組織管理與服務(wù)制度不健全、農(nóng)村社會(huì)內(nèi)部監(jiān)督力薄弱、農(nóng)民的組織性和參與性較差等是引發(fā)問題的癥結(jié)所在。第四部分是加強(qiáng)渭南農(nóng)村基層服務(wù)型黨組織建設(shè)的主要對策。該部分提出了渭南農(nóng)村基層服務(wù)型黨組織建設(shè)的具體措施,即加強(qiáng)思想和技能,提高基層黨員干部服務(wù)意識(shí)和能力;健全農(nóng)村基層組織服務(wù)制度,規(guī)范服務(wù)內(nèi)容和標(biāo)準(zhǔn);創(chuàng)新農(nóng)村基層組織服務(wù)方式,健全服務(wù)機(jī)制;強(qiáng)化農(nóng)村社會(huì)內(nèi)外監(jiān)督,確保農(nóng)村基層組織服務(wù)的實(shí)效。
[Abstract]:The Party's grass-roots organization is the important foundation of a strict and complete organizational system constructed by the Communist Party of China in accordance with the principle of democratic centralism, and is an important main force of the central and local organizations at the grass-roots level of the society. The report of the 18th CPC National Congress not only proposed "building a learning-oriented, service-oriented, innovative Marxist ruling party," but also proposed that "give full play to grass-roots party organizations to promote development, serve the masses, and rally people's hearts." The role of promoting harmony. " The rural grass-roots party organization is the fighting fortress of the party's work in the countryside. It bears the responsibility of carrying out and carrying out the Party's line, principles and policies, and maintains the development of agriculture, the increase of peasants' income, the harmony and stability of the countryside, and so on. It can be said that whether the rural grass-roots party organization can realize the transformation to the service type is directly related to the construction of the whole service party of the Communist Party of China. However, with the profound changes in the situation at home and abroad and the transformation of rural society, there are many problems in the service function of rural grass-roots party organizations, which seriously affect their glorious mission and responsibility. It can be seen that only by facing the reality of the weakening service of the rural grassroots party organizations and exploring the problems behind the problems can we solve the problems pertinently and make up for the shortcomings. Although the rural grass-roots party organizations in Weinan City have played an important role in the construction of a new socialist countryside, they still expose many shortcomings in the construction of service-oriented party organizations. These defects also refract many common problems in the process of the construction of rural service-oriented party organizations in China. Based on this, it is necessary to take "the current construction of the rural service-oriented party organizations in Weinan rural areas" as the research theme, and take the Marxist theory of party building as the guidance, aiming at the problems existing in the construction of the rural grass-roots service-oriented party organizations in various districts and counties of Weinan City. In order to explore the solution of Weinan and other rural grassroots party organization problem sharing "prescription". The paper is composed of two parts: the introduction and the text, in which there are four parts: the first part is the definition of the concept and the theoretical basis. This part mainly defines the core concepts of "political party", "service-oriented party", "grass-roots party organization", "service-oriented party organization", and clarifies the connotation and extension of key words. And takes the Marxism classical writer and the Chinese Marxism related theory as the research foundation. The second part is to introduce the general situation and existing problems of the basic Party organization in Weinan rural area. This part mainly takes the form of questionnaire, carries on the thorough investigation to the general situation of the rural grass-roots party organization construction in every district and county of Weinan city, finds out the concrete situation of the rural grass-roots party organization in the "leading role" and "serving the grass roots" in Weinan, etc. It is concluded that the rural grassroots Party organizations still lack service in four aspects: service development, service to society, service to the masses and service to party members. The third part analyzes the causes of the construction of the service-oriented party organizations in Weinan rural areas. Through the existing problems, this part explores that the service consciousness of the ranks of party members and cadres is not strong, the management and service system of grass-roots organizations is not perfect, and the internal supervision of rural society is weak. Poor organization and participation of farmers are the crux of the problem. The fourth part is the main countermeasures to strengthen the construction of the basic-level service-oriented Party organizations in Weinan rural areas. In this part, the author puts forward the concrete measures for the construction of the rural service-oriented party organizations in Weinan rural areas, that is, strengthening the ideology and skills, improving the service consciousness and ability of the Party members and cadres at the grass-roots level, perfecting the service system of the rural grass-roots organizations, and standardizing the service contents and standards. Innovation rural grass-roots organization service mode, perfect service mechanism, strengthen the supervision inside and outside the rural society, ensure the actual effect of rural grass-roots organization service.
