【摘要】：腐敗是國(guó)家治理的重大難題。執(zhí)政黨主導(dǎo)下的反腐敗有其特殊性。文章強(qiáng)調(diào)中國(guó)改革開(kāi)放國(guó)情、執(zhí)政黨主導(dǎo)作用和政黨國(guó)家體制特殊性,以G省紀(jì)委1979至2016年間的反腐敗實(shí)踐為例,在描述反腐敗注意力變化的基礎(chǔ)上,采取"政黨中心主義"分析范式,從政黨轉(zhuǎn)型的角度解釋中國(guó)存在的"全面持續(xù)和重點(diǎn)選擇"的反腐敗現(xiàn)實(shí)。認(rèn)為從根本上來(lái)說(shuō),中國(guó)的反腐敗是一種注意力競(jìng)爭(zhēng)的過(guò)程和產(chǎn)物:戰(zhàn)略層面上是執(zhí)政黨對(duì)執(zhí)政環(huán)境的回應(yīng)性調(diào)適;政策層面是地方政黨平衡多項(xiàng)目標(biāo)的重點(diǎn)選擇;措施層面還關(guān)系到紀(jì)委的具體執(zhí)行和落實(shí)。
[Abstract]:Corruption is a major problem in national governance. The anti-corruption under the leadership of the ruling party has its particularity. The article emphasizes the national conditions of China's reform and opening up, the leading role of the ruling party and the particularity of the party's national system. Taking the anti-corruption practice of the G Provincial discipline and discipline Commission from 1979 to 2016 as an example, the paper describes the changes in anti-corruption attention. Adopting the Paradigm of "party-centrism", this paper explains the anti-corruption reality of "overall persistence and key selection" in China from the angle of party transformation. It is considered that the anti-corruption in China is a process and product of attention competition: the strategic level is the response of the ruling party to the ruling environment, the policy level is the key choice of the local political party's balance of many goals; The level of measures is also related to the specific implementation and implementation of the Commission.
