【摘要】：黨的十八大以來,全面深化改革成為經(jīng)濟(jì)社會發(fā)展的主旋律。中共中央十八屆三中全會關(guān)于全面深化改革若干重大問題的決定形成了制度安排,擘畫了全面深化改革總的宏偉藍(lán)圖。社會治理體系和社會治理能力現(xiàn)代化成為全社會熱議的話題,這對于當(dāng)前中國所有參與社會治理的主體都創(chuàng)造了前所未有的重大機(jī)遇,也提出了需要各方面審慎思考、認(rèn)真行動才能回答的全新課題。共青團(tuán)組織作為黨的助手和后備軍,是聯(lián)系廣大青年的群團(tuán)組織,長期以來,為架起連接黨和青年的橋梁、服務(wù)青年群眾發(fā)揮了重要作用,團(tuán)結(jié)了廣大的青年,成為促進(jìn)中國發(fā)展進(jìn)步鮮明的青春力量。在面對社會治理體系的構(gòu)建和青年事務(wù)的增長現(xiàn)實(shí),共青團(tuán)要在社會協(xié)同治理中把握好角色定位,更新治理思維,提升自身參與能力,更好發(fā)揮服務(wù)青年職能,鞏固黨的執(zhí)政地位。本文以四平市鐵東區(qū)共青團(tuán)組織作為開展研究的對象,對個案進(jìn)行“解剖麻雀”,以深入分析共青團(tuán)組織在參與地方治理中的定位和作用。首先,本文對社會治理相關(guān)理論進(jìn)行了梳理,并對我國社會治理體系的現(xiàn)狀進(jìn)行了分析。在此基礎(chǔ)上,結(jié)合共青團(tuán)組織作為中國特色社會主義的群團(tuán)組織的性質(zhì),提出共青團(tuán)組織在社會治理體系中作為社會協(xié)同的一個主體的定位。隨后,從宏觀視野切入微觀領(lǐng)域,以四平市鐵東區(qū)共青團(tuán)組織的自身特點(diǎn)和參與治理的實(shí)踐入手,對其在地方社會治理中的現(xiàn)狀進(jìn)行了全面分析,并找出了所面臨的問題。針對這些問題,本文認(rèn)為應(yīng)當(dāng)以群團(tuán)改革大背景為機(jī)遇,增強(qiáng)共青團(tuán)組織改革創(chuàng)新的緊迫感,以強(qiáng)化服務(wù)青年的供給側(cè)結(jié)構(gòu)性改革為突破口補(bǔ)足自身短板、去除“過剩產(chǎn)能”、提升服務(wù)品質(zhì),在開放共建的機(jī)制中實(shí)現(xiàn)自身轉(zhuǎn)型升級。
[Abstract]:Since the 18th Party Congress, the overall deepening of reform has become the main theme of economic and social development. The decision of the third Plenary session of the 18th Central Committee of the CPC Central Committee on a number of major issues of comprehensive deepening reform formed institutional arrangements and drew a grand blueprint for comprehensively deepening reform. The modernization of the social governance system and the ability of social governance has become a hot topic in the whole society. This has created unprecedented opportunities for all the main bodies participating in social governance in China, and has also put forward the need for all aspects to think carefully. An entirely new subject that can be answered only by serious action. As an assistant to the Party and a reserve army, the Communist Youth League is a group organization that links the broad masses of young people. For a long time, it has played an important role in building a bridge between the Party and the youth, serving the young people and uniting the broad masses of young people. To become a youth force to promote the development and progress of China. In the face of the construction of social governance system and the increasing reality of youth affairs, the Communist Youth League should grasp the role orientation, renew its governance thinking, enhance its ability to participate and better play its function of serving young people. Consolidate the ruling position of the Party. Taking the Communist Youth League in Tiedong District of Siping City as the object of study, this paper makes a "caesarean section" on the case to analyze the position and role of the Youth League organization in participating in local governance. Firstly, this paper combs the relevant theories of social governance, and analyzes the present situation of social governance system in China. On this basis, combined with the nature of the Communist Youth League as a group organization of socialism with Chinese characteristics, this paper puts forward the orientation of the Communist Youth League as a subject of social coordination in the social governance system. Then, starting with the characteristics of the Communist Youth League organization in Tiedong District of Siping City and the practice of participating in governance, this paper comprehensively analyzes its present situation in local social governance and finds out the problems it faces. In view of these problems, this paper holds that we should take the background of the reform of the Communist Youth League as an opportunity, strengthen the sense of urgency in the reform and innovation of the Communist Youth League, take the strengthening of the supply-side structural reform serving young people as the breakthrough point to make up for the shortcomings of our own, and remove "excess capacity". Improve service quality, and realize their own transformation and upgrading in the mechanism of opening and building together.
