十八大以來黨政領導干部考核評價工作創(chuàng)新研究

【摘要】:黨政領導干部考核評價工作是以干部考核評價制度為依托,在堅持考核評價原則、程序的基礎上,圍繞考核評價內容,通過考核評價機制的運作,最終形成考核評價結果。在此過程中,考核評價過程、考核評價結果、及考核評價結果的運用等都對干部具有引導、激勵、監(jiān)督、教育的作用,是干部管理工作的重要環(huán)節(jié)。黨政領導干部是黨和國家的骨干,考核評價工作是選任、監(jiān)督干部的基礎,中國共產黨歷來重視干部考核評價工作,在堅持原則的前提下,根據黨和國家的現(xiàn)實需要,不斷地對干部考核評價工作進行改進,截至到黨的十八大召開,黨政領導干部考核評價工作已實現(xiàn)了從政治導向到科學發(fā)展觀導向的轉變;逐步形成并完善了涵蓋德、能、勤、績、廉五個方面的考核內容;考核評價程序規(guī)范化、方法多樣化;考核評價結果評定科學化、運用普及化?己嗽u價工作的改進一定程度上滿足了社會主義現(xiàn)代化建設對干部及考核評價工作的要求,取得了較好地成效,但在黨政領導干部的考核評價工作中,仍存在著諸如科學發(fā)展觀的貫徹落實不夠到位、考核結果反饋的規(guī)定不夠具體、反饋不足、運用不充分、考核評價存在失真等問題,同時四個全面戰(zhàn)略布局、深化干部人事制度改革、干部治理能力現(xiàn)代化等面臨的新形勢,直接或間接地對為黨政領導干部工作服務的考核評價工作提出了新要求,十八大以來的黨政領導干部考核評價工作,立足現(xiàn)實,總結經驗、面向未來,通過明確考核評價工作的導向;完善考核評價內容;進一步整合并強化考核結果的運用;完善干部考核評價工作相關的制度體系等不斷地進行創(chuàng)新。這一系列創(chuàng)新的舉措深化了干部人事制度改革、提高了干部管理工作的現(xiàn)代化水平、保證了科學發(fā)展觀的貫徹與落實。盡管如此,本文認為,發(fā)展永無止境,為增強干部考核評價工作的實效性、預見性,更好、更充分地發(fā)揮考核評價在干部管理及在干部成長、發(fā)展中的作用,需要進一步通過在堅持黨管干部、堅持與時俱進與實事求是相統(tǒng)一、堅持科學性與民主性相結合原則的條件下,通過培育良好的干部考核評價文化,優(yōu)化干部考核評價氛圍;以人為本,增強考核評價的公信度;建立完善的干部考核評價綜合數(shù)據庫等多種途徑,繼續(xù)推進并深化黨政領導干部考核評價工作的創(chuàng)新。通過繼續(xù)對黨政領導干部考核評價工作的創(chuàng)新,促進黨政領導干部考核評價工作更加地科學化、民主化、制度化,考核評價的結果更加地具有可信度和權威性,更充分地發(fā)揮考核評價在干部管理中的作用,為選任、激勵、培養(yǎng)更多黨和人民需要、信任的高素質的好干部,為實現(xiàn)中華民族偉大復興的中國夢貢獻力量。
[Abstract]:The evaluation work of party and government leading cadres is based on the evaluation system of cadres. On the basis of adhering to the principles and procedures of assessment and evaluation, the evaluation results are finally formed through the operation of assessment and evaluation mechanism. In this process, the process of assessment and evaluation, the results of assessment and the application of the results of evaluation all have the functions of guiding, encouraging, supervising and educating cadres, which are important links in the work of cadre management. The leading cadres of the party and government are the backbone of the party and the state, and the assessment and evaluation work is the basis for selecting and supervising cadres. The Communist Party of China has always attached importance to the evaluation of cadres and, on the premise of adhering to the principle, according to the actual needs of the party and the state, The evaluation of cadres has been continuously improved. By the time of the 18th National Congress of the Party, the work of assessing and evaluating party and government leading cadres had been transformed from a political orientation to a scientific concept of development, and gradually formed and perfected the work covering morality, ability, diligence, The evaluation procedure is standardized, the method is diversified, the evaluation result is scientific and the application is popularized. To a certain extent, the improvement of the assessment and evaluation work has met the requirements of the socialist modernization construction for cadres and assessment work, and achieved good results, but in the assessment and evaluation work of the leading cadres of the party and government, There are still problems such as inadequate implementation of the scientific concept of development, inadequate regulation of feedback of assessment results, insufficient feedback, inadequate application, distortion in assessment and evaluation, and four overall strategic layouts. In the new situation of deepening the reform of the cadre personnel system and modernizing the cadres' management ability, new requirements have been put forward directly or indirectly for the assessment and evaluation of the work of leading cadres of the party and government. The evaluation work of the leading cadres of the Party and government since the 18th National Congress of the Communist Party of China (CPC) is based on reality, summing up experience, and facing the future, through defining the direction of assessment and evaluation, perfecting the evaluation content, further integrating and strengthening the application of examination results. Perfect cadre appraisal work related system and so on carries on the innovation unceasingly. This series of innovative measures has deepened the reform of cadre and personnel system, improved the modernization level of cadre management, and ensured the implementation and implementation of the scientific concept of development. Nevertheless, the paper holds that the development is endless, in order to enhance the effectiveness, foresight, and better performance of the evaluation of cadres, and to give full play to the role of evaluation in the management of cadres and in the growth and development of cadres. Under the condition of adhering to the Party's management of cadres, the unity of keeping pace with the times and seeking truth from facts, and the principle of combining science with democracy, and by cultivating a good culture of cadre assessment and evaluation, we should optimize the atmosphere of cadre assessment. Taking people as the basis, strengthening the credibility of the assessment and evaluation, establishing a comprehensive database of cadre assessment and evaluation, and so on, will continue to promote and deepen the innovation of the evaluation work of the leading cadres of the Party and government. By continuing to innovate the work of assessment and evaluation of party and government leading cadres, and promoting the evaluation work of party and government leading cadres to be more scientific, democratic, institutionalized, and with more credibility and authority, We should give full play to the role of assessment and evaluation in the management of cadres, and contribute to the Chinese Dream of the great rejuvenation of the Chinese nation by selecting, encouraging, and cultivating more good cadres of high quality that the Party and the people need and trust, so as to realize the great rejuvenation of the Chinese nation.
