【摘要】：黨的十八屆三中全會(huì)在《中共中央關(guān)于全面深化改革若干重大問(wèn)題的決定》中,首次提出了“國(guó)家治理體系和國(guó)家治理能力現(xiàn)代化”的科學(xué)命題,并把它作為全面深化改革的總目標(biāo)之一。這是執(zhí)政黨站在新的歷史起點(diǎn)上,面對(duì)“兩個(gè)一百年”的歷史任務(wù),在充分把握世情國(guó)情黨情的基礎(chǔ)上,對(duì)自身執(zhí)政理念和執(zhí)政方式的創(chuàng)新與升華。表明中國(guó)共產(chǎn)黨在改革開放的新時(shí)期對(duì)國(guó)家治理規(guī)律的認(rèn)識(shí)更加成熟。中國(guó)共產(chǎn)黨是國(guó)家治理能力現(xiàn)代化的領(lǐng)導(dǎo)核心。黨的十六屆四中全會(huì)正式提出加強(qiáng)黨的執(zhí)政能力建設(shè),并將其上升到黨執(zhí)政后的根本建設(shè)的高度。國(guó)家治理能力和黨的執(zhí)政能力同樣作為“能力”的范疇,二者具有重要關(guān)系。站在國(guó)家治理能力現(xiàn)代化視域下,加強(qiáng)黨的執(zhí)政能力建設(shè),對(duì)于鞏固黨的執(zhí)政地位,實(shí)現(xiàn)“兩個(gè)一百年”奮斗目標(biāo),實(shí)現(xiàn)中華民族偉大復(fù)興中國(guó)夢(mèng)具有重要意義。本文對(duì)國(guó)家治理能力現(xiàn)代化和黨的執(zhí)政能力建設(shè)的基本理論進(jìn)行了闡釋;對(duì)黨的執(zhí)政能力與國(guó)家治理能力現(xiàn)代化的關(guān)系進(jìn)行了論述;分別從推進(jìn)改革發(fā)展穩(wěn)定、統(tǒng)籌內(nèi)政外交國(guó)防、完善治黨治國(guó)治軍以及構(gòu)建多元治理模式四個(gè)方面闡述了國(guó)家治理能力現(xiàn)代化對(duì)黨的執(zhí)政能力提出的新要求;分析改革開放以來(lái)黨的執(zhí)政能力建設(shè)的現(xiàn)狀,總結(jié)黨的執(zhí)政能力建設(shè)取得的成就,結(jié)合世情國(guó)情黨情的深刻變化,剖析了黨的執(zhí)政能力建設(shè)存在的主要問(wèn)題;在總結(jié)黨的執(zhí)政能力建設(shè)的經(jīng)驗(yàn)教訓(xùn)的基礎(chǔ)上,站在國(guó)家治理能力現(xiàn)代化視域下,結(jié)合學(xué)界的相關(guān)學(xué)術(shù)成果,參考相關(guān)的學(xué)術(shù)文獻(xiàn)和學(xué)術(shù)專著,闡明黨的執(zhí)政能力建設(shè)的目標(biāo),探索加強(qiáng)黨的執(zhí)政能力建設(shè)的對(duì)策,以期豐富新時(shí)期黨的建設(shè)理論,為加強(qiáng)黨的執(zhí)政能力建設(shè)提供理論支撐。
[Abstract]:The third Plenary session of the 18th CPC Central Committee put forward for the first time the scientific proposition of "Modernization of the state governance system and national governance capacity" in the "decision of the CPC Central Committee on comprehensively deepening the Reform". And regard it as one of the overall goals of deepening reform in an all-round way. This is the ruling party standing on the new historical starting point, facing the historical task of "two hundred years", on the basis of fully grasping the national conditions of the world, the ruling party innovates and sublimates its own governing idea and ruling way. This indicates that the CPC has a more mature understanding of the law of state governance in the new period of reform and opening up. The Communist Party of China is the leading core of the modernization of national governance ability. The fourth Plenary session of the 16th CPC Central Committee formally proposed to strengthen the construction of the Party's governing ability, and raised it to the height of the fundamental construction after the Party came into power. The national governance ability and the party's ruling ability are also the category of "ability", they have important relations. Standing in the view of the modernization of national governance ability, strengthening the Party's ruling ability construction is of great significance for consolidating the ruling position of the Party, realizing the goal of "two hundred years" and realizing the great rejuvenation of the Chinese nation Chinese Dream. This paper expounds the basic theory of the modernization of the national governance ability and the construction of the ruling ability of the Party, discusses the relationship between the ruling ability of the Party and the modernization of the governing ability of the country, develops and stabilizes the reform, This paper expounds the new requirements of the modernization of the national governance ability to the ruling ability of the Party, analyzes the present situation of the construction of the party's governing ability since the reform and opening up to the outside world, from the four aspects of overall coordination of internal and foreign defense, perfecting the administration of the party, administering the army and building a pluralistic governance model. This paper summarizes the achievements in the construction of the Party's governing ability, analyzes the main problems existing in the construction of the Party's governing ability, and sums up the experience and lessons of the Party's governing ability building, in the light of the profound changes of the Party's situation in the world, and analyzes the main problems existing in the construction of the Party's ruling ability. Standing in the view of the modernization of the national governance ability, combining the relevant academic achievements, referring to the relevant academic literature and academic monographs, the paper clarifies the goal of the Party's governing ability construction, and explores the countermeasures to strengthen the Party's ruling ability construction. The aim is to enrich the theory of Party building in the new period and to provide theoretical support for strengthening the Party's ruling ability.
